Haitian Red Cross in collaboration with American Red Cross is looking for his Department Human Ressources:
Human Resources Manager
Purpose: In response to the January 12 earthquake in Haiti, the American Red Cross (ARC) is scaling up its support to the Haitian people in their post-earthquake recovery. ARC has developed an ‘Integrated Neighbourhood Reconstruction and Recovery Program - LAMIKA’ with the goal of enhancing community and household resiliency while providing safer, healthier and more secure living conditions in earthquake affected urban areas within the Carrefour-Feuilles neighbourhoods. Further, ARC is expanding its integrated programs to the Northern part of Haiti through its ‘North Community Based Integrated Program – Gran No Pi Djamn’ with the aim of increasing community resilience, building stronger communities and reducing exposure to external shocks in the targeted communities. Finally, ARC is also implementing, in collaboration with the Haitian Red Cross and other partners, the PrevSIDA project which aims to reduce the incidence of HIV among most at risk populations and in settings characterized by high risk behavior. Through these programs and activities, ARC works closely with the Haitian Red Cross (HRC) and other relevant stakeholders to provide more services to vulnerable communities and improve their safety and living conditions.
Under the supervision of the Deputy Country Representative-Operations, the Human Resources Manager (HRM) will implement the full range of HR functions necessary to support effective people management across the American Red Cross (ARC) Haiti Program
Fonctions
Specific duties and accountabilities:
Hiring
• Partner with department managers on hiring needs and coordinate the completion of all recruitment activities ensuring appropriate methods for sourcing and recruiting employees.
• Plan and conduct new employee orientation and follow up with their integration progress.
• Contact outside suppliers to provide employee services, such as temporary employees, recruitment and outsourcing firms, or insurance services.
• Assist management with complex organizational and structural changes.
Performance and Employee Development
• Administer employee performance reviews to align individual goals with the delegation and ensure that every employee's efforts are focused on achieving success both for the individual and the organization.
• Identify staff training opportunities and coordinate with managers regarding employee development initiatives.
• Recommend initiatives to control absenteeism, plan vacations, and reduce employee turnover.
Benefits and Retention
• Administer benefit programs such as health insurance, leave, and payroll.
• Analyse market benefit data and compare / report differences with ARC benefits and compensation plans.
• Liaise directly with the finance department regarding payroll, miscellaneous financial benefits, and payments to HR related service vendors.
• Oversee employee separation processes and related documentation; conduct exit interviews to determine reasons behind separations.
• Coordinate a social committee and assist with the proposal and implementation of staff welfare programs and activities.
• Counsel management on employee related issues and assist to implement corrective actions.
Policy Management
• Advise management and employees as necessary on all HR policies and procedures (including contracting, benefits, recruitment, orientation and exiting, promotions, performance review, security, and code of ethics).
• Identify legal requirements and government regulations affecting HR functions and provide advice to managers and employees ensuring of the consistent and compliant application of policies, procedures, and practices.
• Update internal policies and procedures and conduct regular audits ensuring systems are correctly followed.
Employee Information Management
• Manage and maintain HR filing and reporting systems that meet government and organizational needs. Information includes but is not limited to compensation and benefit plans, personnel bio data and transactions such as recruitment, transfers, performance reviews, trainings, attendance, disciplinary actions, and exit records.
• Prepare, analyse, and disseminate records required by law or as requested.
• Submit regular reports to employees and managers such as contract end dates, leave balances, probation, and recruitment tracking.
• Prepare, maintain, and submit internal and external reports, as required.
General
• Provide employees and managers with an available first point of contact for questions and guidance on fundamental HR topics and issues
• Supervise HR staff; manage their work and provide clear direction and regular monitoring and feedback on performance.
• Gather, analyze, and interpret data in order to support HR strategy and effectiveness.
• Promote cooperative professional relationships with employees, partners, vendors, and others.
• Stay abreast of new trends and innovations in the field of HR; recommend changes or innovations where appropriate.
• Conduct investigations including; gathering, preserving, documenting, and analyzing all available information and evidence, and in some circumstances liaise with legal experts.
• Represent ARC at HR related forums, hearings and investigations as requested.
• Maintain and protect confidential data with utmost scrutiny, judgment, and care.
Additional duties applicable to All Staff
• Establish and ensure effective working relationships with all staff;
• Ensure effective working relationships with National Society counterparts and leadership;
• Ensure effective working relationships with technical and service departments at national, delegation, and headquarters’ level;
• Perform other work related duties and responsibilities as may be assigned by the supervisor;
• Work towards the achievement of overall goals of the operations in the delegation, through effective managerial and lateral relations and teamwork;
• Respect and work within the code of conduct of the Red Cross Movement.
Qualifications Requises
Requested Qualifications:
• Bachelor’s degree or higher qualification in Human Resources Management required. At least 3 years experience working in humanitarian industry work
• 6 years of relevant & progressive HR work experience will be considered in lieu of education.
• At least 2 years working professionally as a Manager in HR or Administration.
• High level administrative and organization skills and attention to details.
• Flexible approach to managing and prioritizing a high workload and multiple tasks in a fast paced environment.
• Experience with establishing strong working relationship with colleagues from different functions and culture.
• Proficient computer skills, including MS Word and Excel.
• Willing to work in flexible hours or weekends to complete task at hand.
