Haitian Red Cross in collaboration with American Red Cross is looking for his Human Ressources Department:

ACCOUNTABILITY TO BENEFICIARIES COORDINATOR
GRADE 9 / LEVEL 2 Port-au-Prince

Purpose: In response to the January 12th 2010 earthquake in Haiti, the American Red Cross (ARC) is scaling up its support to the Haitian people in their post-earthquake recovery programs. ARC has developed an ‘Integrated Neighbourhood Reconstruction and Recovery Program - LAMIKA’ with the goal of enhancing community and household resiliency while providing safer, healthier and more secure living conditions in earthquake affected urban areas within the Carrefour-Feuilles neighbourhoods. Further, ARC is expanding its integrated programs to the Northern part of Haiti through its ‘North Community Based Integrated Program – Gran No Pi Djamn’ with the aim of increasing community resilience, building stronger communities and reducing exposure to external shocks in the targeted communities. Finally, ARC is also implementing, in collaboration with the Haitian Red Cross and other partners, the PrevSIDA project which aims to reduce the incidence of HIV among most at risk populations and in settings characterized by high risk behavior. Through these programs and activities, ARC works closely with the Haitian Red Cross (HRC) and other relevant stakeholders to provide more services to vulnerable communities and improve their safety and living conditions.

The ‘’Accountability to Beneficiaries Coordinator ‘’ under direct supervision of ‘’LAMIKA Program Manager’’, in close consultation with Accountability Monitoring Evaluation and Learning department, integrated program teams will ensure consistent and systematic Accountability to Beneficiaries standards in the LAMIKA program. The Accountability to Beneficiaries Coordinator will be based at Lamika office in Pacot.


Fonctions

Specific duties and accountabilities:
Transparency / Information sharing
 Share information with communities in accessible ways. Ensure the implementation of guidelines for sharing information with communities (based on their preferences) and collaborate with volunteers and field teams so that organizational and program information provided is regularly updated.
 Support sectors with writing information provision materials (pre addresses, written materials) translate and order/print copies.
 Implement and support sectors staff to implement information provision guidelines and sector level information provision strategy. This includes scripts for public addresses printing documents to include on notice boards, showing staff how to use notice boards etc.
 Regularly update and disseminate programme Q&As documents to ensure consistent messaging to beneficiaries. Work closely with field teams to ensure Q&As reflect issues arising from the communities
 Ensure that program stakeholders and informed at every stage of the program cycle.

Feedback and Complaints Mechanism
 Ensure implementation of feedback and complaint mechanisms.
 Ensure on effective implementation of Feedback & Complaints for LAMIKA program at all registrations, distributions, implementation, training and large community meetings.
 Ensure sensitization on accountability systems and mechanisms.
 Document all level responses centrally (via the Feedback Officer) and as directed. Where a database is available, manage documentation of all sector complaints in the database.
 Ensure that internal Complaints & Response Mechanism flowchart is displayed in Lamika office and the external flowchart in communities’ notice boards.
 In cooperation with Accountability Feedback Officer, explore the possibility to put in place a system at community level (Information desk, Feedback & suggestion Group...) that will enable beneficiaries to manage their own issues.
Consultation/ Participation
 Conduct community dialogue meetings specifically to provide information on RCRC movement, ARC programmes, core values, progress reports and updates, to collect community feedback, and to coordinate services within designated neighborhoods.
 Increase participation, particularly in design and implementation:
- Engage the community in an appropriate and respectful manner, never raising false expectations.
- Ensure their participation in beneficiary selection criteria.
- Ensure their participation in supplying resources (labor, material) to complement program.
 Identifying with sector staff ways to enhance the participation of beneficiaries through capacity building, support to community organizations or other means in line with the program strategy.
Monitoring & Evaluation
 Ensure that knowledge transfer within the program is achieved, by documenting best practices/lessons learned as appropriate for the current program and for future use.
Resource Acquisition & Management
 Maintain the confidentiality and security of community complaints and feedback by storing hard copy documentation in a secure manner.
 Ensure that community visits are documented, compiled and regularly shared with AMEL and programs for decision-making.
Capacity Building and Technical Support
 Participate in training workshops and seminars both within and outside ARC as appropriate.
 In cooperation with AtB Manager, provide specific training to staff on information provision, participation, in receiving, managing, and responding to community complaints, to ensure that beneficiaries receive accurate and update information on projects.
 At the community level, create awareness on community complaints handling mechanisms to ensure widespread knowledge of the purpose, operations and structure of the mechanisms.
Accountability & Quality Assurance
 Regularly consult with communities on progress, activities, concerns through regular meetings and focus group discussions.
 Draft monthly AtB report that highlights transparency/information sharing and participation (what information, how many flyers, posters, leaflet, how many community meetings FGDs, door to door.....)
Networking & Partnership & Coordination
 Ensure that LAMIKA partners follow-up on issues related to their work on the ground.
 Network and build meaningful relationships with stakeholders (Local Governments, CBOs, NGOs, Religious groups and other agencies).
Additional duties
 Work towards the achievement of overall goals of ARC Haiti Delegation through effective managerial and lateral relations and teamwork.
 Ensure understanding of roles, responsibilities, lateral relationships and accountabilities.
 Perform other work related duties and responsibilities as may be assigned by the supervisor.
 Understand and practice the Principles of the Red Cross & Red Crescent Movement.
 Establish effective working relationships with national staff and delegates.
Ensure effective working relationships with Haitian Red Cross Society.


Qualifications Requises

Requested Qualifications:
 Preferably Bachelor degree communication, in social work and/or Community Development or relevant diploma in education, living languages, community health.....etc
 At least 3 years experience working in humanitarian industry work
 Strong facilitation, communication and Listening skills
 Demonstrated ability to discuss and communicate effectively with programme team, beneficiary’ communities, Government and other stakeholders at local level
 Understanding of two-way beneficiary communications and accountability
 Experience in graphics design (cartoons, posters, brochures, leaflet...)
 Experience in conflict resolution & having capacity of judgment
 Proficient in relevant computer applications and managing database
 Commitment to the Red Cross and Red Crescent Code of Conduct and Humanitarian Accountability principles and standards
 Experience in managing beneficiaries’ Feedback & Complaints in a complex environment
 Knowledge of administration and clerical processes
 Demonstrated ability to build collaborative relationships with colleagues
 Problem analysis and solving, Adaptability, Stress tolerance and Resilience
 Organizational skills
 Modelling of accountable practice through personal actions and approaches to program management
 Proven managerial experience through prior work in community communications, community development or mobilization and holding positions of responsibility
 Willingness to learn and innovate, flexibility, dedication and creativity
 Sound report writing skills
 Ability to work to meet deadlines in multiple tasking environments
 Experience working for the Red Cross/Red Crescent or other international humanitarian organization, preferably in community development
 Ability to work effectively under pressure and to organize and prioritize competing activities
 Proficient in Creole, French and English
 In good mental & physical health
