The Chief Medical Officer (CMO) plays a strategic leadership role in building a care model according to the Hospital vision and values to develop a clinically integrated system which is committed to patient-centered care delivery that is efficient, timely, effective, equitable and safe. S(He) works closely with both administrative staff and members of the medical staff to maintain the high quality of medical care and to promote medical staff participation in furthering the mission of the organization. S(He) is responsible for planning, organizing and directing the medical staff services and facilitates the engagement, integration, coordination, oversight, leadership and management of all clinicians.
Fonctions
PLANNING
1. Leads and oversees the Hospital Quality Improvement Plan to assure safe and effective patient care. Provides leadership to the clinicians and clinician leadership/management structure in various areas including but not limited to quality improvement, disease management, care management, risk mitigation and management, peer review, utilization management, clinical outcomes, health enhancement, clinical integration.
2. Serves as a member of the Hospital Administration Fusion Team (HAFT) and assists in strategic development of initiatives and programs. Participates in the annual operating and capital budget process providing input regarding budgets of medical affairs, clinical quality, and program and facility development.
3. Participates in the development of clinical information systems and electronic medical records to allow proper utilization of clinical data and feedback to physicians regarding practice patterns and performance.
4. Regularly attends all relevant medical staff meetings, administrative team meetings, and Board meetings where appropriate. Serves as liaison with all external parties and institutions, including public, governmental, and non-governmental entities. Manages all on-site inspections, assisting inspectors and surveyors in the performance of their duties, and provides reports as required to follow-up.
ORGANIZATION
1. Develops, implements, and evaluates clinical practice protocols in collaboration with the clinical staff, facilitating the transition to evidence-based practices. Drives the culture of patient safety.
2. Provides support to and champions the organization’s infection control program.
3. Assist in reviewing physician contracts, compensation, and stipends for physicians with duties in the Hospital. Develops an effective process for staff development and retention.
DIRECTION
1. Integrates, monitors, and evaluates quality assurance, disease management, and utilization review activities and develops standards to improve quality outcomes both clinically and administratively, to ensure the highest standards in treatment and care of patients and to ensure compliance with all relevant licensing and accrediting bodies. Provides leadership and vision in the development of clinical guidelines and care pathways.
2. Leads and defines physician engagement strategies including supporting community physicians, promoting programs which enhance physician satisfaction. Oversees an effective process for clinician performance evaluation, reward and recognition, coaching, peer review, constructive feedback and discipline.
3. Defines the roles of medical staff leaders including department medical directors and elected medical staff leaders. Ensures medical staff development plans and programs are implemented and maintained. Supports the Medical Staff Officers, Chiefs, and Committee Chairs to provide leadership for the Medical Staff. Supports team and individual growth along leaders.
CONTROL
1. Prepares and submits reports as necessary to any requiring department in an accurate and timely manner. Fosters a culture of measurement, performance, continuous improvement, accountability, patient-centered approach, as well as exemplary teamwork and an environment that proactively shares best demonstrated practices.
2. Supports the Medical Staff in its self-governance and accountability to the Hospital COO/CEO for quality and safety of patient care. Assures medical staff compliance with bylaws, rules and regulations, as well as policies, procedures, and behavior standards.
3. Acts as intermediary between the infection control program director and individual physicians and/or physician groups to resolve problems related to infection control practice issues.
1. Other duties as required. During an emergency, disaster or catastrophic event, the Chief Medical Officer may be assigned to any disaster service activity that promotes the protection of public health and safety.
Qualifications Requises
QUALIFICATIONS
1. Medical Doctor accredited by the Haitian Ministry of Health
2. At least ten (10) years of clinical practice, not including the Intern year
3. Holder of a DESS/MGSS or an MPH degree
4. Knowledge of Catholic Social Teaching and Bioethics
5. Excellent communicator, both verbally and in writing
6. French and English fluency
7. Comfortable with IT latest developments and Microsoft Office package
8. Proven leadership and management skills
9. Results-oriented.
10. Negotiating skills
