Job Summary
The Logistics Manager has the overall responsibility for the timely delivery of goods and services at the right place to meet program requirements. The Logistics Manager is responsible for effectively planning, supervising, and keeping records, managing and supporting logistics activities (procurement, administration, asset and warehouse & reception) in the Haiti Country Office and serves as the advisor for all Field Office logistics related to all aspects of supply chain, administration and reception. The post holder is responsible for effectively managing logistics staff, assets and stocks, ensuring effective and accountable logistics support to all the Save the Children projects in Haiti in which currently covers Education, Healthcare, Wash, emergency response, Child protection sectors and a multimillion dollar annual operation.
JOB RESPONSABILITIES, DUTIES AND TASKS
Overall Logistics
With detailed input from programs, plan and oversee the purchase, use, delivery, and storage of supplies, materials, services, equipment to meet program, project, and support objectives;
Directly oversee the use of purchasing, inventory, asset, generator fuel, administrative support and reception systems meet SCI’s quality standards and comply with donor regulations and audit requirements;
Participate in the Emergency Preparedness Planning, and support a rapid set up and scale up of response in emergencies;
Directly supervise all logistics activities (assets tracking and movement controls, material transport and tracking, material storage and inventory control from receipt to end distribution to user, supply / procurement chain, communications, operational base setup etc);
Manage procurement, asset control, warehouse, distribution, administrative and reception staff related to logistics and delegate tasks as well as responsibilities to key international and national logistics staff in CO and FO;
Apply appropriate procedures to document cost effective use of budgets and document best-value-for money payments of acceptable quality goods and services;
Supervise the implementation and documentation of SCI procurement processes;
Oversee the procurement team in identifying selected vendors to provide regular goods and services, and in negotiating the best suppliers who provide minimum quality at the best price
Maintain regular field presence, directly oversee logistics, inventory, and procurement related activities to prevent, identify, and report fraud, misuse, or waste of SCI resources;
Ensure that Save the Children minimum standards of logistics procedures and policies are introduced and adhered to throughout Haiti; briefing and training of all relevant staff as required;
Provide technical on-site support to 2 field office locations: Dessalines, Jacmel.
Procurement
Coordinate program and administrative procurement; implement the program procurement plans, and country procurement policies and procedures for the management of the supply chain;
Ensure that Save the Children minimum standards of procurement procedures and country policies are implemented and adhered to in the area of responsibility, supporting relevant staff as required;
Manage and support procurement staff including ensuring clear division of responsibilities, clear objectives, and management of performance; Receive purchase requisitions, delegate or/and process the paperwork and review the same prior to submitting it for the final authorization and ensure approval by authorized signatory; Consult with requestor on specifications, advise on best processes and initiate purchase procedures; Initiate canvass for supplies and services getting documented quotations/tender bids according to procurement policy; Identify members of procurement committee in agreement Director Finance, Admin Logs for high-value tenders; Provide support role for the functioning of the procurement committee. Ensure due process is followed and fair/transparent purchasing decisions are made; Ensure that purchase orders are prepared based on the best terms and conditions given by supplier; Maintain proper documentation of all procurement; Order assets and services from regular approved vendors; Following a competitive bidding process or market surveys, establish preferred vendor list; Establish procedures for 6 monthly review and maintenance of the vendor listing, to include feedback on vendors; Ensure all staff engaging in procurement activities understands and applies the rules and regulations; Responsible for ensuring any documentation for the international procurement (import & export is complete and in compliance with SC policy); Establish mechanisms to monitor compliance with the policies and procedures; Coordinate delivery between supplier and program; Process requests for medical supplies with PROMESS; Oversee customs clearance for imported goods. Warehousing/Stock Management Oversee and support the CO asset, inventory, warehouse staff; make sure inventory, dispatch/receipts, physical counts, and asset registry and asset movement systems and reporting are in place to allow effective management of all incoming stock, from receipt to storage and then onward transit and to final end-user distribution of all programs and centralized stocks, ensuring the re-allocation of emergency stocks to project budgets after being issued to the field; Ensure stock management and administration systems and records are implemented throughout the program and all key staff know and adhere to SCI policies and quality standards, and to comply with donor regulations; Monitor project stock levels and advise on appropriate stocking and replenishment to meet project demands.
Administration and Facilities Management Review all contracts and leases before forwarding them to supervisor for review; Ensure timely payment of leases; Ensure adequate insurance cover and keep up to date with suitability and types of cover available; Oversee the annual preparation of the renewal of licenses and permits in coordination with fleet unit; Oversee facilities management ensuring a welcoming and productive office environment. Assist FO’s when needed to provide repairs through PAP Central Administrative or procurement services; Provide oversight on requests of expatriate housing in terms of maintenance, small repairs and contact with the landlord where needed; Oversee receptionist ensuring visitors are appropriately received and channeled, correspondence is efficiently managed.
Reporting, Coordination and Communications Compile, produce and submit monthly value of goods and GIKs in stock reports; Compile and maintain monthly procurement status report; Compile and maintain monthly logistics progress report; Liaise with Security related to logistics distributions and transports as well as storage methods and warehouse security matters.
Qualifications Requises
QUALIFICATIONS & EXPERIENCES
University Degree
A minimum of 5 years’ experience in Logistics;
Excellent organizational skills;
Ability to work under pressure and within challenging situations;
Ability to learn independently, problem solve and use experience to add on and improve existing systems in Haiti Country Office;
Ability to build and develop the capacity of staff through the use of training, performance management frameworks and development plans;
Experience in Distributions of NFI’s and food (preferred);
Computer literacy in the following: MS Word, Excel, PowerPoint, Outlook;
Excellent oral and written communication skills in French; English a plus;
