Introduction

PROJUSTICE seeks Director of Operations to serve on USAID-funded project in Haiti. The Director of Operations will carry out duties to meet the objectives of PROJUSTICE. He /She will be responsible for overall project operations including overseeing and directly supervising, human resources, Logistics, procurement, finance and other field support initiatives provided to the project, unless otherwise instructed by Chief of Party and Deputy Chief of Party. Reporting to the PROJUSTICE COP and DCOP, he/she will be responsible for ensuring quality control for all project operations and ensuring compliance to Tt DPK and USAID rules and regulations.


Fonctions

The Director of Operations will have the following main duties and responsibilities:

 Serve as a member of the PROJUSTICE Senior Management Team and assist the COP and DCOP to set project vision, strategy and priorities, and manage overall support functions for project activities.

 Provide oversight, leadership, and direction for PROJUSTICE’s operations and support services, including administration, human resources, logistics, procurement, finance and generally other field support initiatives. Review current operations (structure, staffing and systems) to ensure that the operations and support services provide optimal support to project activities. Ensure that the operations team is adequately staffed and trained.

 Provide oversight of project activities to ensure compliance with USAID and Tt DPK regulations and procedures and overall quality control. Keep abreast of changes in USAID regulations and procedures related to administration, procurement, human resources and finance that may affect project operations.

 Work with the PROJUSTICE operations team, technical staff and Tt DPK Home Office to ensure streamlined, efficient, consistent administrative, logistics and procurement processes and procedures, including modifying or developing systems, templates, tools and standardized guidelines. Ensure that processes meet USAID and Tt DPK requirements and are adequately tracked within the project.

 Work with the PROJUSTICE Finance Manager to support and ensure systems for timely and responsive development of budgets and financial reports to meet the needs of USAID, Tt DPK and project activities. Provide guidance and response, as necessary, to audit actions and findings, especially related to subcontract management and cost share requirements. Ensure that payments for invoices and expense reports are processed in an efficient and consistent manner that also adheres to rules, regulations and practices on allowable costs.

 Provide guidance and work with PROJUSTICE technical and operations staff on project archiving strategies at various project sites and eventual closeout of program components and project filed offices.


 Carry out other job-related managerial tasks as assigned by the COP. Serve as Acting COP when designated to do so by the COP.


Qualifications Requises

 A minimum of 5 years of experience managing financial and programmatic operations. At least 3 years of direct international work experience in developing countries with senior level experience for administration and finance;
 Experience working on USAID-funded projects is required;
 Demonstrated knowledge of subcontract and procurement management, specifically for USAID-funded projects;
 Proven expertise in operations, finance, project financial planning, and establishment of internal controls in compliance with USAID rules and regulations;
 Previous experience with USAID project close-out;
 Previous experience working closely with COP or similar level Project Director to develop timely and accurate reporting of project activities and results, including progress and annual reports
 Proven ability to develop and work within approved work plans and meet goals within agreed timeframes
 Exemplary management, communication, and interpersonal skills that promote teamwork and cultivate strong relationships with staff, partners, stakeholders, and beneficiaries
 Fluency in spoken and written English and French is required. A minimum of a bachelor’s degree in public administration, economics, accounting, management, finance, or a related field required, masters-level degree preferred.

This position is at FSN 12 in the USAID local compensation plan of May 2010.
