Introduction

Job Background/Summary:
The NAP PWOTEJE VI NOU Project takes an ambitious approach to empower community members in two vulnerable and marginalized neighborhoods of Solino and Tesso, to address their full range of hazards and risks themselves through sustainable, community-based processes. The project will support 27,675 individuals (5535 households) to become resilient to recurring shocks and disasters through participatory assessment and planning activities and the implementation of risk mitigation measures in their communities. CRS’ approach to community-managed DRR acknowledges that people in these areas are primarily motivated by self-interest rather than the common good. CRS will therefore invest in household level contingency planning first and will facilitate the identification of commonalities and shared concerns among households as a way of generating buy-in from community members. CRS will also engage with existing community structures and social relations, rather than creating new ones, as a means of ensuring local ownership and sustainability of the initiative from the beginning. This project recognizes that individual households, clusters of families, and the neighborhood as a whole already have organic systems and coping mechanisms that can be reinforced and leveraged to reduce risks in their communities in a sustainable way. Building upon its extensive experience in community-based disaster risk reduction (DRR) in Latin America, Africa, and Asia; CRS seeks to change the dynamic of disaster planning and response from one that is primarily external to one that is community-managed.

The project will benefit an estimated 14,546 community members directly with capacity building, awareness raising, and planning activities, while 100% of targeted neighborhoods will benefit indirectly from widespread DRR planning and mitigation measures. Supported by USAID and CRS funds, the project will be led by Catholic Relief Services (CRS), with technical assistance in urban planning provided by Architecture for Humanity (AFH) and support for Operations Research coming from a university partner. CRS is currently in negotiations with the Harvard Humanitarian Initiative (HHI) for this research, which will be confirmed at the end of May 2014.





Fonctions

PRIMARY RESPONSABILITIES:

The DRR Expert provides management and technical support to guaranty the coordination, implementation, monitoring and reporting of all activities of the DRR project. He (She) also ensure the administrative and financial follow-up of this project in the targeted areas (Solino and Tesso) as well as an efficient collaboration with local GoH representatives (ex. DPC, Mayor’s offices) and local institutions and leaders.

SUMMARY OF RESPONSIBILITIES BY PROJECT SECTORS:

Capacity building:

• Ensure the coordination of all capacity building activities for individual household, cluster/block of household, social institutions (churches and schools) and neighborhood (leadership, planning process, first aid, participatory assessment, mapping, management and sustainability of mitigation measures, etc.)


Community Awareness/ Mobilization:

• Ensure the coordination for the facilitation of family DRR plans;
• Ensure the coordination for the introduction and implementation (test) of Early Warning System (EWS) through the community facilitators and ensure that they practice it;
• Ensure the coordination for the facilitation of cluster/block of households for the facilitation of cluster/block DRR plan (risks held in common and roles and responsibilities in addressing them;
• Ensure the coordination for the facilitation of school/church DRR plans (awareness-raising among institution leadership about risks, roles and responsibilities in addressing them) as well as awareness-raising/mobilization activities for students/youth within churches and schools about DRR;
• Ensure the coordination of community events and messaging to reinforce DRR themes.
• Ensure that community is engaged in the validation process of assessment and plan

Policy and Planning:
• Ensure that DRR family plans are developed;
• Ensure that household census on existing people (in each targeted area) and vulnerabilities is done and shared with Haitian Government representatives (Mayor’s offices, DPC), local institution and community leaders;
• Ensure that social institution plans are developed;
• Ensure that activities related to the development of a neighborhood plan of mitigation measures are realized.
OTHER RESPONSABILITIES:
Communication/Collaboration:
• Ensure transparent and proactive communication with project participants as well as Haitian Government representative (DPC, Mayor’s office, etc.) and other NGO (AFH) for technical support and ensure their closed collaboration in all steps of the project.
• Ensure that all CRS staff of the project are proactively involved in the project to ensure the increasing of results.
Management/Administration/Finance:
• Ensure efficient administrative and financial follow-up with specific CRS department;
• Support DRR Program Director by providing, upon request and according to the prescribed deadlines, all narrative, administrative and/or financial reports or any other required documents.
PERSONAL/PROFESSIONAL SKILLS:
• Strong ability to work under pressure
• Strong ability to coordinate and motivate effectively as part of a team
• Strong analytical and organizational skills
• Proactivity to think quickly and make efficient decision with a minimum of support
• Ability to proactively lead a team with a high level of respect and acceptance of dynamics within challenging communities
• Strong communication capacity (negotiation, influence)
• Strong written and spoken communication skills in French, Creole and English
• Experience in project management, including MEAL and donor reporting
• Strong representational and advocacy skills with partners, media, local government and donor (USAID)
• Strong computer skills (MS Word, Excel, Outlook and Power Point), experience applying innovative IT to relief and development work and quick typing.


Qualifications Requises

• Bachelor’s Degree (Master’s preferred) in International relations, international development or related field or equivalent;
• Minimum 5 experience years working within international development in a developing country, particularly in vulnerable and unstable (security) urban areas;
• Demonstrated experience in community-based Disaster Risk Reduction program or similar;
• Demonstrated ability with project management, including budget, monitoring and evaluation, reporting, etc.;
• Experience with capacity strengthening and community building
• Demonstrated experience on community participatory approach (methodology and strategy) and partnership approach (work with…)
