Introduction
J/P Haitian Relief Organization (J/P HRO) evolved as an organization since its inception in January 2010, transitioning from an emergency to a development context. Hence, the need for J/P HRO’s structure to adapt accordingly in order to support new monitoring and reporting needs, as well as efficiency imperatives. J/P HRO is seeking for 1 (One) Human Resources Manager based in Delmas.
Summary:
The Human Resources Manager manages the overall provision of Human Resources services, policies, and programs for J/P Haitian Relief Organization (J/P HRO). Key areas of responsibility: Recruitment and Selection, Performance Management, Talent management, employee and organizational needs assessments, professional learning and development; compensation and benefits administration and employee relations. S/he leads and provides oversight to the organization’s practices and policies that guide an employee-oriented; high performance culture. S/he coordinates and provides oversight/implementation of employee services, policies, and programs. She/he assists and advises J/P HRO managers on Human Resources matters.
Fonctions
Under the supervision of the Program Support Director the responsibilities of the Human Resources Manager are as followed:
Recruitment and Selection
• Overall Management and oversight of the Recruitment and Selection process ensuring that J/P HRO employs the highest caliber of professionals to fill vacant positions as requested by hiring managers in a timely fashion.
• Ensures the recruitment tracker is updated and shared on a regular basis
• Establish hiring standards in relation to the timeline within which positions are filled; meeting the needs of the organization without compromising the quality of the hiring process.
• Manages the Employee on-boarding process
• Responsible for analysis of recruitment process and any changes that need to be made
Performance Management
• Implementation and Administration of the Performance Management System for J/P HRO
• Notify the Employee of successful end of probation
• Ensure inclusion of learning and development plans for each employee
• Monitor Yearly Performance Appraisal for Staff
Compensation and Benefits Management
• Establish all employee salaries in accordance with the salary scale and performance reviews
• Lead the registration of all staff with the legislated government Pension (ONA) and On the job Insurance (OFATMA).
• Research and Recommend to Country Director optional employee benefits such as Medical Insurance in accordance with a market survey and J/P HRO policy
Administration
• Lead the Human Resources department to ensure efficient Human Resources Administration for the smooth operation of Human Resources Processes.
• Records Management: Oversight of the maintenance of HR files relating to Human Resources correspondence with external stakeholders
• Payroll administration:
• Verification of time sheets in preparation for the Finance National staff Payroll process
• Preparation of the International and National Staff Payroll (working through Turbo)
• Leave Administration- Manage Leave accrual for all staff; ensuring minimal organizational liability with regards to cash in lieu of leave
• Contract Administration:
-Monitor contract start and end dates for all staff; notifying managers of contracts ending and that renewals are done promptly
- Preparation of contracts for new employees
- Renewal of contracts as per Manager Requests
Data Management and Reporting
• Provide weekly and monthly Human Resources Reports covering a range of Human Resources reporting including recruitment, disciplinary and separation statistics to Director of Program Support.
• Safeguard all Human Resources data where it is accessible to Management and yet maintaining the confidentiality of employee information
Employee Relations
• Lead the Human Resources Employee Relations activities to create a harmonious working environment ( ie Employee of the Month, Christmas Party)
• Advise Managers on disciplinary processes
• Counsel employees on disciplinary issues
• Provide mentoring and coaching to the J/P HRO employees
• Mediate employee disputes
• Facilitate legal separation where appropriate ensuring all correspondence to the employee and the Ministry of Social affairs is done timely
Human Resources Management
• Coaching and Mentoring of all Human Resources Staff
• Managing the department to ensure efficiency and effectiveness
• Performance evaluation of Human Resources Staff
Qualifications Requises
• A Master’s degree in a relevant field
• 5-8 years of relevant experience in Human Resources
• Knowledge of Haitian Labor Law is essential
• Fluency in English, French and Creole
• Excellent computer skills (MS Office), Internet
• Strong communication skills
• Excellent decision-making skills
• Organizational skills
• Detail oriented
• Flexibility
• Prior Management of HR department
• Experience in international organizations
• Experience in talent management and learning and development
• Good understanding of administrative and technical aspects of HR, including confidentiality, HR systems, procedures, and recruitment
• Cross-cultural sensitivity and ability to communicate effectively with people from different walks of life
