Introduction

PURPOSE OF PROGRAM: Oxfam America’s Haiti Program focuses in two main goals related to reduce the population’s vulnerability to humanitarian disasters and improve OA and partners operational capacity and support system for emergency response, and to improve the quality of life of producers and breeders (men and women) and increasing food security, all accompanied with advocacy actions to influence changes in policies and practices.


Fonctions

PURPOSE OF POSITION: To provide strategic program leadership and overall management of the Oxfam America program in Haiti in alignment with Oxfam objectives and mission. S/he guarantees that the program is consistent with the agency’s mission and goals, the priorities of the Regional Programs Department, Oxfam International’s strategic plan and operational plan

The Program Director coordinates and supervises the activities of Program Coordinators, ensures that institutional objectives are performed in strict cooperation with other Oxfam affiliates in the country, government, allies, and partner organizations.

PRIMARY RESPONSIBILITIES

Program Planning , Strategy, and Implementation

1. Ensures program coherence, alignment, and impact.
2. Manages and plans the overall allocation of human and financial resources for the timely and efficient implementation of programming goals.
3. Prepares work plans that reflect the goals and strategies of the Oxfam America Strategic Plan and the Oxfam International Strategic Plan in Haiti
4. Ensures a timely, appropriate and integrated agency response during emergencies by working closely with other affiliates, the Humanitarian Response and Regional Program Departments in response, risk management, security, rehabilitation and disaster prevention.
5. Ensures relevant coordination with affiliates to contribute in design and implementation of one country program strategy, plan, and structure.
6. Anticipates, analyzes and manages highly diverse and complex programmatic and policy issues, corporate and branding risks.
7. Supervises the formulation and manage the annual office budget including grants, administration, and other operational expenditures.
8. Ensures design and implementation of program monitoring, evaluation and learning plans. Promotes cross-regional program collaboration and learning opportunities.
9. Provide strategic input to Country Leadership Team, the Regional Management Team, and the global Leadership Team as a result of analysis of context, problems and solutions
10. Guarantee that the program’s strategies are being developed and implemented, and that the high quality of grant applications is maintained. When necessary and appropriate, identify and prepare grant requests visit existing and potential projects and partner organizations. Supervise the grant-approval process in Haiti.

Personnel supervision and development

1. Provides overall supervision of staff members, ensures effective use of external consultancies. Responsibilities include hiring qualified local personnel, distributing the work load adequately and supervising performance. Responsible for the productivity and development of the personnel.
2. Maintains a healthy working environment for regional staff members, coordinating timely discussion on strategic planning issues and agency updates.
3. Supervises and supports office administrative personnel to guarantee compliance with agency, US, and Haiti legal, administrative and financial regulations.

Internal and Inter-affiliate Representation

1. Liaison with Oxfam affiliates.
2. Keeps the agency informed of important events or programs occurring in the Country.
3. Represents Oxfam America in the country, maintaining a positive image and reputation for Oxfam America and the “Oxfam” brand abroad in collaboration with other Oxfam offices in the region.
4. Represents the Haiti program before Oxfam America donors and other constituents when necessary, both in the region and during visits to the United States.
5. Cultivates relationships with individuals, organizations and institutions, based in the United States or elsewhere, who can contribute to the development of program objectives.
6. Works to ensure that Vision 2020 is implemented successfully collaborating with affiliates.
7. Provide external coordination and representation, as appropriate, with partners, allies, public supporters, as well as public officials and corporate leaders.

Policy and Advocacy
1. Work in coordination with Advocacy coordinator to Support partner organizations and Oxfam International in advocacy work, aligned with OI priorities.
2. Coordinates with other OA departments on key advocacy issues affecting to Haiti.

Fundraising
1. Leads in-country identification and development of opportunities for fundraising working with Lac Regional fundraiser, other affiliates and the Institutional Support Department in Boston.

Other
1. Perform other duties as required by the Regional Director.


Qualifications Requises


QUALIFICATIONS:

Required: Masters Degree in Social Sciences, Economics or related field required.

Professional skills
• A minimum of seven years progressively responsible experience in field program management with local and international NGO is required.
• Strong humanitarian skills as well as long term program development experience.

Core Competencies:
• Demonstrated capacity to manage programs and personnel, and the ability to perform several tasks at once.
• Broad knowledge of Haiti’s political and socio-economic reality. Knowledge of the key civil society, government, international and private sector actors.
• Capacity to communicate effectively, orally and in written format, in English and French language.
• Proven analytical skills and ability to think strategically, including the ability to think beyond the country program context and to act within a regional and global framework
• Achieves results through working effectively with others and holding others to account. Communicates appropriately, encourages and develops others.
• Proven financial management, information management, and systems management.
• Excellent public and human relations skills; good sense of judgment and high level of discretion and diplomacy.
• Ability to work with donors and support fundraising initiatives.
• Proficiency with Microsoft Office applications is required.
• Commitment to Oxfam America’s values and mission, and the agency’s focus on rights.
• A proven spirit of dedication to and solidarity with Oxfam America’s philosophy.
• Awareness of gender issues and proven experience in implementing gender equity policies
• Willingness to travel within the region and occasionally to the United States.
• Organizational change experience preferred.

COORDINATES WITH: Oxfam International Haiti leadership and program team, LAC team, Program, Humanitarian Response, and Policy Departments based in Headquarters.
