Introduction
Lutheran World Relief (LWR) seeks a Country Director to be responsible for its small Haiti program and to manage a growing portfolio of grant-funded projects and diversify its funding base. The Country Director’s core functions are to monitor the programmatic and financial aspects of relief and rehabilitation projects funded by LWR, collaborate with local LWR partners on the development and monitoring of projects, identify new partners, identify and develop proposals for new business development opportunities from USG and other donors, represent LWR at key coordinating meetings and other strategic events, supervise a Program Manager, communicate and coordinate on a daily basis with supervisor and headquarter staff, and coordinate logistics for delegations from the U.S. S/he is responsible for an annual budget of $750,000, which s/he is expected to grow over the course of a two-year period with funding from external sources such as USAID and other donors. S/he will oversee an IDB funded cocoa project in Northern Haiti including a project office with three staff located in the north. S/he will also be expected to build a strong program in the cocoa and coffee value chains in Haiti based on LWR’s experience elsewhere in the region. The Haiti Country Director will be supervised by the Regional Representative for Central America regional team based in Nicaragua, and will participate in key strategic meetings with colleagues in the Latin America region as well as in LWR’s headquarters in Baltimore.
Fonctions
DUTIES AND RESPONSIBILITIES:
A. Program Operation
1. Maintain and oversee day-to-day relationships between LWR and its partners in Haiti.
2. Work closely with partners in developing high-quality concept papers, proposals, budget narrative, partner profile, and accompaniment strategy; ensure that all proposal submissions are complete and properly formatted and that they are received in sufficient time to allow for a complete review and response, as needed, by the partners before submission to headquarters.
3. Accompany the partners and projects throughout the implementation period, make quarterly visits (at minimum) to review project progress and compliance with LWR and other external donor requirements, hold meetings in the regional office, and oversee report review by Program Manager.
4. Coordinate the exchange of correspondence between LWR and project partners and potential partners; send all relevant correspondence from the regional office and headquarters to partners; send relevant communications to regional office and headquarters.
5. Represent LWR at cluster and other meetings to coordinate NGO response and capture best practices.
6. Prepare and monitor annual budgets in coordination with supervisor.
7. Submit monthly financial office reports to Regional Office in a timely fashion.
8. Oversee implementation of projects for external donors including supervision of field staff and office, representation to donors and partners, compliance with donor rules and regulations, monitoring and evaluation, and reporting.
9. Supervise Program Manager in the all tasks including:
• Track partners’ submission of project reports; work with partners who are consistently late or whose reports are inaccurate or inadequate to develop strategy to address their needs; produce monthly report on the steps being undertaken to address those problems.
• Work with partners to ensure that the narrative, financial, audit, and evaluation reports are submitted to LWR headquarters on a timely basis and in accordance with LWR’s guidelines.
• Monitor detailed implementation plan and budget of the projects; ensure that partners implement activities as planned.
• Work with partners in identifying key lessons learned from projects and documenting case studies.
• Develop, manage and update project documentations/database
• Maintain day-to-day communication with partners
• Provide training to partners on reporting as needed
B. New Business Development
1. Establish targets and priorities for the pursuit of external funding from institutional donors for Haiti in close coordination with Regional Representative for Central America and Deputy Director for Latin America. It is expected that the successful candidate will double LWR’s annual budget for Haiti in 2 years.
2. Meet with key donors, including USAID Mission, EU, IDB, etc. and peer organizations to represent LWR and identify funding opportunities.
3. Identify strategic alliances that LWR can participate in for funding opportunities.
4. Play a key role in identifying and developing narrative and budget proposals for funding opportunities.
5. Coordinate visits to projects by donors and other strategic actors.
C. Communications
1. Coordinate with LWR headquarters on messaging around Haiti programming for LWR constituents.
2. Increase LWR’s profile in Haiti through the production of periodic reports or profiles of LWR’s work.
D. Team Work
1. Coordinate logistics, set agendas, arrange transportation, and provide translation as needed for U.S. LWR-related delegations visiting Haiti.
2. Monitor security issues in country, keep the LWR Latin America team apprised of security concerns, and ensure the safety of visiting U.S. delegations from Haiti.
3. Actively participate in the periodic review of LWR’s strategy for Haiti.
4. Actively participate in LWR Regional and Global staff meetings.
Qualifications Requises
QUALIFICATIONS AND REQUIREMENTS:
LWR will consider candidates from any country who meet the requirements of the position and can legally work in Haiti. This is an unaccompanied post (no family dependents). The successful candidate should have the following qualifications:
1. Deep commitment to LWR’s core values and ability to model those values in relationships with colleagues and partners.
2. Previous experience in project management and managing development programs in Haiti is essential.
3. Demonstrated experience in independently designing, managing, implementing, monitoring, and evaluating development and risks reduction projects.
4. Minimum 2-5 years’ experience working in the country and should have Bachelor’s degree in social work, rural development, agriculture, or related development field. Master’s degree preferred.
5. Fluency in English and French with excellent verbal and written communication skills. Knowledge of Creole and Spanish, while not required, would be a plus.
6. Excellent facilitation skills in conducting meetings, training workshops, and conferences.
7. Familiarity with key development, economic, and social justice issues in Haiti at a practical and policy level.
8. Demonstrated ability to work effectively with local government, non-government organizations, community based organizations, and other grassroots organizations.
9. Demonstrated ability to develop successful proposals for external funding for more than $250,000.
10. Experience in cocoa or coffee, value chains or with IDB funding a plus.
11. Ability to travel up to 35% of the time.
12. Proficiency in using Word, Excel, e-mail, database, and web-browser software.
13. Excellent interpersonal and communication skills and willingness to take instructions from supervisors.
