JOB PURPOSE: Ensure that country security strategy is developed, implemented, monitored and reviewed; consistent with Oxfam policies, standards and requirements.
The Security and Health and Safety will advise on all health, safety and security related issues and ensure that the senior management team is kept informed of security developments and is in a position to take appropriate action when required. The SHS is responsible for ensuring that appropriate systems and procedures are in place to maximize the safety and security of all OGB or OI staff and that they are adhered to at all times. Incumbent will be responsible for working with program managers at all levels to ensure that: security, health, safety and safeguarding are mainstreamed into all areas of operations.

DIMENSIONS:

KEY RESPONSIBILITIES:
Support the Administration Officer country HR and managers on H&S matters and support the implementation of risk assessments.
• To ensure that all anomalies are reported to the relevant managers and to the health service providers
• To lead and chair as H&S regional champion regional H&S meetings to ensure compliance, understanding and advisory body to managers.
REGIONAL HEALTH & SAFETY LEAD
• Act as regional H&S champion.
• Support and advise the RC managers and the region’s Administration Officers and HR staff on H&S matters. Support the implementation of risk assessments.
• Ensure that all H&S anomalies are reported to the relevant managers and to the health service providers.
• Lead and chair regional H&S meetings to ensure compliance and understanding of policy.
Health
• Ensuring that all accidents, occupational ill health and specified dangerous occurrences are investigated and reported on a monthly basis (in line with Oxfam’s Work related injuries, ill health and near misses policy).
• Play the Health and Safety national champion role
• Make sure there is solid coordination with HR through a RACI plan on how to relate and work efficiently on health and safety issues and to find solutions
• Lead in coordination with HR all Health and Safety meetings to ensure compliance and understanding of existing policy
• Support HR, Administration and Logistic in all matters related to safety and implementation of risks assessments.
• Evaluate the Health and Safety standards managing risks, prioritizing implementation and being a proactive contributor to a health and safety environment.
• Alert Country Program on epidemic cases and preventive actions
• Coordinate with affiliates to facilitate implementation on the health and safety standards in country.
• Support Human Resources and Management team to ensure compliance with Oxfam, in sharing existing policies in relation with Health issues linked to HR and Security.
• On an annual basis contribute to the elaboration of the health and safety plan and coordinate quarterly report with HR and Administration.
• Support on all Health matters risks and assessments such as alerting in case of epidemic.
• To ensure that all Oxfam staff shave a high awareness of health, safety and risks they face while working in Haiti and that they take all necessary steps to minimize the risks they face or to mitigate the impacts
Safety
• Demonstrate leadership and active commitment to Health and Safety responsibilities
• Collaborate with HR so that the H&S policy and legal duties are in compliance
• Own visible commitment and take responsibility for the safety of everyone who may be affected by Oxfam activities
• Conduct Health and Safety analysis and report findings back
• Ensuring risk assessments are carried out and risk control measures are implemented (in line with the risk assessment policy and legislation).
• Ensuring staff are trained on security health and safety matters and are competent of carrying out those activities without placing themselves or others at risk.
• Allocating Safety duties, responsibilities and resources.
• Ensuring that any member of staff, who has deliberately, wilfully and/or consistently failed to satisfactorily discharge their H&S responsibilities, is disciplined.
• Ensure that Oxfam harassment policies are understood and implemented in coordination with Human Resources and Gender focal point.
Security
• Support OI Director, CLT and Managers in ensuring that a functioning security management system exists and provide crisis management support.
• Recommend a structure of security focal points in all the departments where Oxfam works
• Prepare a context analysis (internal & external), including: incident maps, stakeholder analysis, review of existing security management arrangements, risk analysis and capacity assessment;
• To improve threat assessment processes;
• Ensure vehicle and personnel tracking systems are appropriate, fully resourced and operational
• Attend meetings, read security updates and obtain accurate information based on multiple sources
• Liaise with UN/OCHA, the NGO community and any other parties with respect to security issues.
• Initiate, review and collate security incident reports for each operational location.
• Provide security briefings as part of induction for new staff and visitors
• Ensure the security management system is in line with existing Oxfam security policy, protocol and approach.
• Provide crisis management support to the manager’s senior management for incident response, reporting and analysis.
• Work on a scenario planning, including recommendations on appropriate interventions (programme objectives, scope, outputs, based on judgements about access and security risk), capacity needs for scenarios (training, resources, and infrastructure) and evacuation.
• Ensure that staff has the security awareness that they need to be effective, by providing appropriate learning and development opportunities, including delivering training.
• To promote and ensure that programmes respect the NGO/Red Cross Code of Conduct, SPHERE, the People in Aid Code, Oxfam International procedures and other regulatory codes.
• Ensure that all staff and visitors receive appropriate briefing & elaborate the security section in the welcome pack in coordination with administration
• Ensure that an appropriate system is in place to provide security information to travellers in advance of their departure
• In charge of reporting, verbal and written, to the OI Director and other Associated Directors related to security and Health & safety issues.
• Support the OI Director in the periodical review of the security plan.
Qualifications Requises
SKILLS AND COMPETENCE:
• Formal qualification or experience in occupational health and safety
• Excellent ability to coach others
• Ability to confidentially manage sensitive information relative to accidents or worker capability issues
• Ability to be a role model for health and safety practices and to deliver the same services quality in emergency response.
• Willingness to familiarize with Oxfam Health and safety management systems and procedures
• Knowledge of transmittable disease for surveillance is desirable
• Considerable practical experience of security assessment, planning and implementation of procedures in the context of UN or NGO humanitarian operations,
• Proven influencing and negotiating skills with internal and external audiences including in complex and stressful circumstances.
• Relevant experience in Health & Safety planning and reporting; available to take adequate training during probation time.
• Proven experience of field based training.
• Ability to advice and support staff in a consultative manner.
• Excellent communication (both oral and written) and interpersonal skills
• A sound understanding of the importance of gender in humanitarian work.
• Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
• Sympathy with the aims and objectives of Oxfam.
• Committed to humanitarian principles and emergency response work
• Ability to speak French and English. Creole is desirable.
• Ability to plan, prioritise and organise own and others' work.
• Able to communicate instructions and objectives clearly.
