Introduction
LOKAL+ is a third generation project to support decentralization in Haiti. Tetra tech ARD has implemented both of the previous projects: the ProgrammeAppui aux CollectivitésTerritoriales (PACTE; 1995-2000) and LimyèakÒganizasyonpouKolektiviteyo Ale Lwen (LOKAL; 2007-2011).
LOKAL+ is designed to support the Government of Haiti to improve service delivery at the local level.LOKAL+ aims to engage the Ministry of Interior and Local Collectivities (MICT)and up to 10 communes in coordinating central government resources and technical services to communes for improvedpublic service delivery;to work with the Parliament in finalizing legal texts governing decentralization and intergovernmental fiscal transfers; and towork with the partner communes to improve planning, budgeting, and revenue mobilization, ensuringcitizenengagement in the decision-making processes that prioritize and oversee public service delivery.
LOKAL+ is structured around five preferred outcomes :
1. Strengthened capability of communal administrations to provide services;
2. Achievement of a sustainable increase in local revenues for local services;
3. Greater access to central government funding and services;
4. Improved national-level policy and legislation in support of decentralization and deconcentrated services; and
5. Increased transparency, oversight and accountability of local governments and deconcentrated service providers.
Fonctions
The M&E Officeris responsible to, is supervised by, and reports to the Director of Integrated Services (DIS). Under the direct supervision of the DIS, the M&E Officer oversees implementation of the M&E Plan. With support from the home office the M&E Officermaintains and updates the M&E Plan; collects data and supporting documentation for those data measuring changes in all approved indicators; and makes evidence-based recommendations for appropriate adjustments to technical approaches.
Qualifications Requises
• Minimum of a University degree in Business Administration, Social Science, Economics or in any related field;
• 3 years of progressive responsibility in in performing monitoring and evaluation functions in USAID funded projects;
• Strong attention to detail;
• Ability to meet deadlines in multiple tasking environments;
• Familiarity with principles and current approaches to monitoring and evaluation of development programs using both quantitative and qualitative methods;
• Strong knowledge SPSS (Statistical Package for Social Sciences), spreadsheets, databases and reporting;
• Proficient in French, Creole and a working command of English suitable for technical field work;
• English proficiency (oral and written language) a strong plus;
• Ability to work effectively in a team-oriented environment;
• Willingness to travel to project locations as needed to gather data and supervise data quality;
• Ability to learn and follow USAID and home office systems and protocols;
• Interest in and aptitude for information technology, particularly as it applies to M&E, GIS and assessments.
Conditions de travail
The responsibilities of the M&E Officer include but are not limited to:
• With assistance from home office M&E Team, the M&E Officer assures correct implementation of both the M&E and GIS Plans.
• Trains and monitors all staff members and subcontractors responsible for the collection of information in the field.
• Assures all necessary data for the M&E Plan are correctly collected by makingperiodic visits to field offices to verify correct data collection protocols are in use.
• Collates all M&E data, supplying data for all quarterly reports, and other technical reports as needed.
• Conducts analysis of data trends, and through the DIS makes evidence-based recommendations for appropriate adjustments to technical approaches.
• Files, catalogues and safely stores all supporting documentation, ensuring LOKAL+ is at all times prepared for a USAID data quality assessment or audit.
• Participates in all phases of basic studies and evaluations (planning field studies, sampling, selection and site visits, training of interviewers, development and pre-testing of questionnaires, logistics planning, supervision of the execution of fieldwork, quality control and reliability of information, etc.).
• Responds to ad hoc requests in regard to specific data and evaluation studies.
• Drafts relevant sections of the monthly, quarterly and annual reports.
• Makes all required contributions to project deliverables.
