Introduction

J/P Haitian Relief Organization (J/P HRO) evolved as an organization since its inception in January 2010, transitioning from an emergency to a recovery and development context. Within the framework of the project called “The Urban Redevelopment initiative - Phase 1”, aiming to the construction of affordable housing in the neighborhood (informal settlement) of the Delmas area, J/P HRO is seeking One (1) New Development Project Manager.

J/P Haitian Relief Organization (J/P HRO) believes that the construction of affordable housing is currently one of the biggest challenges in metropolitan area of Port-au-Prince. The project “Urban Redevelopment initiative”, throughout the redevelopment of an entire urban block - including the construction of multistory multi-family buildings as well as of basic infrastructure and public space - will address the dire need to create affordable, livable housing solutions for displaced populations and low-income urban households.

The “Urban Redevelopment initiative – Phase 1” aims to develop and define all the components that will allow the smooth implementation of the “Urban Redevelopment initiative - Phase 2”, which will regard the construction of 57 housing units, 20 spaces dedicated to commerce/workshops as well as public space and infrastructure. The Phase 1 of the project, of a duration of six (6) months, identifies the following as main areas of activities:
1) Housing blocks, infrastructure and public space design development - from the concept design to construction definition - through subcontracting firms (including topographic, architecture & engineering and geotechnical studies).
2) Strategic definition of the project and coordination with local institutions as far as relates to microcredit, house ownership, land tenure, beneficiaries’ relocation and involvement of the local private sector.
3) Community engagement: beneficiaries’ involvement and sensitization, participatory design activities.

The New Development Project Manager will be the primary focal point for the “Urban Redevelopment Initiative – Phase 1” and will be responsible for the overall project development including planning and scheduling, resource allocation, project accounting, and control, while providing technical direction and ensuring compliance with quality standards. The New Development Project Manager will report to the J/P HRO Senior Engineering & Construction Program Manager and, under the overall supervision of the J/P HRO Program Director, will be responsible for the following:


Fonctions

• Oversee the activities of the “Urban Redevelopment initiative - Phase 1“ from start to finish;
• Perform a key role in project planning, budgeting, tracking expenses and identification of resources needed;
• Coordinate a team composed by an infrastructure specialist, a community agent, a community field officer and a project officer;
• Work with procurement in the preparation of the bidding documentation and process
• Contract and supervise the sub-contracting firms;
• Technically advice the design development taking into account the assessed community needs and the context to match international and national regulations and standards as per donor’s requirements;
• Foster the replicability of the project in all its components;
• Ensure project end documents are complete as per Donor's requirement at the end of the project duration;
• Coordinate the efforts of all parties involved in the project which include stakeholders, consultants, sub-contractors, and the community;
• Liaise with the team and other J/P HRO programs to determine the most appropriate community approach and financial model to engage the beneficiaries;
• Coordinate the community sensitization activities and the beneficiaries engagement;
• Provide input regarding communication tools used in the Urban Redevelopment initiative (Phase 1) including marking and branding;
• Conduct regular monitoring of Urban Redevelopment initiative (Phase 1) activities and performance monitoring of the on-site engineering firm;
• Represent J/P HRO at all stakeholder and donor meetings.
• Coordinate with supporting departments within J/P HRO: Finance, Human resources, Procurement, Logistics…
• Support in the good development of any other department related activities.


Qualifications Requises

• Master Degree in Architecture or Civil/Building Engineering or a related degree.
• Minimum 3 years of experience in project/construction management;
• Knowledge of the main challenges related to the affordable housing sector in developing countries;
• Relevant experience in bidding process and subcontractor management in design and construction phase;
• Able to work, plan, and organize effectively under pressure to meet deadlines and resulting in measurable successes;
• Experience in construction quality control, including monitoring and reporting of outcomes;
• Experience providing training and technical guidance to staff around construction practices and techniques;
• Ability to communicate with many levels of stakeholders;
• Good donor management and goodwill building ability;
• Good spoken and written English;
• Good spoken Spanish, French or Haitian Creole are an asset;
• Field experience in Haiti is a plus;
• Knowledge of MS Word, Excel, and PowerPoint;
• Knowledge of the Adobe package, Autocad and 3D representation skills.
