Introduction

J/P Haitian Relief Organization (J/P HRO) evolved as an organization since its inception in January 2010, transitioning from an emergency to a recovery and development context. Within the framework of the project called “Urban Redevelopment initiative - Phase 1”, aiming to the construction of affordable housing in the neighborhood (informal settlement) near Delmas, J/P HRO is seeking One (1) New Development Structural Engineer.

J/P Haitian Relief Organization (J/P HRO) believes that the construction of affordable housing is currently one of the biggest challenges in metropolitan area of Port-au-Prince. The project “Urban Redevelopment initiative”, throughout the redevelopment of an entire urban block - including the construction of multistory multi-family buildings as well as of basic infrastructure and public space - will address the dire need to create affordable, livable housing solutions for displaced populations and low-income urban households.

The “Urban Redevelopment initiative – Phase 1” aims to develop and define all the components that will allow the smooth implementation of the “Urban Redevelopment initiative - Phase 2”, which will regard the construction of 57 housing units, 20 spaces dedicated to commerce/workshops as well as public space and infrastructure. The Phase 1 of the project, of six (6) months duration, identifies the following as main areas of activities:

1. Housing blocks, infrastructure and public space design development - from the concept design to construction definition - through subcontracting firms (including topographic, architecture & engineering and geotechnical studies).
2. Strategic definition of the project and coordination with local institutions as far as relates to microcredit, house ownership, land tenure, beneficiaries’ relocation and involvement of the local private sector.
3. Community engagement: beneficiaries’ involvement and sensitization, participatory design activities.

The “New Development Structural Engineer” will act as technical advisor on the activities mentioned at the point “1” of the “Urban Redevelopment Initiative – Phase 1”; he/she will be responsible to review the technical documentation produced in bidding and in design phase by subcontractors and to advise J/P HRO on the most convenient and appropriate strategies and techniques to ensure compliance with quality standards. The “New Development Structural Engineer”, who will report to the New Development Project Manager and, will perform under the overall supervision of the J/P HRO Senior Engineering & Construction Program Manager, will be responsible for the following:


Fonctions

• Site assessment and identification of possible technical constraints and issues related to site demolition, construction of the housing blocks and infrastructure implementation;
• Assist the New Development Project Manager in the definition of the components listed at points “1”, “2” and “3” above by performing technical mentorship in the identification of resources needed, construction constraints related to the site and techniques used;
• Assist the New Development Project Manger in contracting and supervising the sub-contracting firms;
• Work with procurement in the preparation of the bidding documentation and in the technical evaluation of the bids proposals (including, not exclusively: selection of the architecture/ engineering firm, selection of a geotechnical firm, selection of a construction firm);
• Technically advise on the design development for the housing blocks, infrastructure and public space taking into account the assessed site conditions and the construction context to match international and national regulations and standards as per donor’s requirement;
• Review the proposal of the architecture/engineering firm and follow up on corrections needed (drawings from conception to construction detail, design calculations, geotechnical tests results, bill of quantities, construction costs, etc);
• If required, design earthquake resistant solutions to be proposed to the contracted design firm;
• Collaborate with local institutions (MTPTC, DINEPA, EDH...) to coordinate eventual technical issues related to the project and to validate the solutions to be implemented;
• Assist the New Development Project Manger in ensuring that project and documents are complete as per Donor's requirement at the end of the project duration;
• Provide technical mentorship to local engineers concerning construction practices and techniques;
• Work collaboratively with other team members to solve problems and generate solutions;
• Support in the good development of any other department related activities.


Qualifications Requises

• Master Degree in Civil Engineering;
• Minimum 3 years of experience in structural design and construction management;
• Demonstrated ability to design earthquake resistant solutions (conform to international standards) for reinforced concrete frame multistory buildings;
• Relevant experience in bidding process and subcontractor management in design and construction phase;
• Able to work, plan, and organize effectively under pressure to meet deadlines and resulting in measurable successes;
• Experience in construction quality control, including monitoring and reporting of outcomes;
• Ability to communicate with many levels of stakeholders;
• Good spoken and written English is required;
• Good spoken French or Haitian Creole is required;
• Spanish knowledge is an asset;
• Field experience in Haiti is a favorable feature;
• Knowledge of MS Word, Excel, and PowerPoint, Autocad.
