Global Project Summary: Health Policy Project
Futures Group is the lead partner on the Health Policy Project (HPP), a five-year cooperative agreement funded by the U.S. Agency for International Development (USAID). The project’s HIV activities are supported by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). To implement HPP, Futures Group collaborates globally with CEDPA (part of Plan International USA), Futures Institute, Partners in Population and Development, Africa Regional Office (PPD ARO), Population Reference Bureau (PRB), RTI International, and the White Ribbon Alliance for Safe Motherhood (WRA). In Haiti, the HPP partnership is Futures Group and RTI.
Globally, HPP contributes to improved health outcomes through strengthening the efficiency, effectiveness, and equity of health systems in a multi-sectoral context. In Haiti, HPP has been asked to implement the USAID-funded for the Aksyon Kolektif pou Sekirite kont Eksplwatasyon (AKSE) Program which supports a multi-sectoral approach to strengthen the Haitian environment for human rights in general and for vulnerable populations, in particular, children, women, and sexual minorities. AKSE was previously implemented by CARE International. HPP will build on the work of the previous project from March 2014 through at least September 2015, with potential for extension.
Fonctions
Position Summary
Futures Group is seeking a Field Coordinator to be the focal point for HPP AKSE in the North and North-East Departments in Haiti. Under the direction of technical staff in Port-au-Prince, the incumbent will have multiple responsibilities for ensuring that HPP AKSE is successful in the North and North-East Departments. HPP AKSE will be providing grants to a number of NGOs in the departments. The incumbent will develop grantee capacity to deliver high-quality child protection and sexual and gender based violence (SGBV) services through mentoring, coaching, and identification of formal training needs. S/he will also participant in capacity assessments for selected partners, assisting the partners to achieve their capacity development plans. Additionally, s/he will work with grantees and other service providers to formalize existing referral networks for child protection and SGBV in the North and North-East department, as well as selected communes. S/he will be required to work with grantees to ensure timely submission of required reports and documentation. S/he will also be expected to represent HPP AKSE in sector meetings in the North and North East Departments. This is a full-time personal service contract based in Cap Haitien for an initial 16-18 months, with the possibility of extension subject to availability of funds. Key Responsibilities
Capacity development
• Assist with the application of organizational capacity assessments and the development of capacity development plans for selected grantees
• Support selected grantees to implement capacity development plans through mentoring and coaching in the areas of child protection issues, SGBV, monitoring structures, reporting, and referral network development
• Track grantee progress toward achieving the goals outlined in their capacity development plans
• Identify formal training needs for grantees, based on the capacity development plans
• Ensure grantee submission of regular monitoring and evaluation and programmatic reports, with the assistance of the Senior M&E Officer and other technical staff
Service network formalization
• Coordinate with government and non-governmental health, legal, and social service providers in selected communes in North and North-East departments to clarify the locations and types of child protection and SGBV services
• Support the aforementioned service providers to develop open source maps of service sites
• Facilitate discussions and meetings among service providers to develop service delivery networks, based on existing networks and developed maps
• Develop formal schematics outlining agreed upon referral networks
• Disseminate schematics to promote adoption of referral networks
• Monitor referral networks to troubleshoot issues and ensure adoption
Coordination
• Represent the HPP AKSE project in meetings with local authorities, grantees, international organizations, and other stakeholders
• Regularly inform technical staff in Port-au-Prince about key project developments
• Monitor grantee reporting in the North and North-East department
Qualifications Requises
• Bachelor’s degree in political science, sociology, or other social science
• At least 5 years of experience in human rights, child protection, or SGBV issues
• Knowledge of international best practices in human rights
• Knowledge of group facilitation skills
• Experience with NGO coordination and capacity development methodologies
• Experience with open source mapping techniques and systems
• Knowledge of USAID rules and regulations and their application to subgrantees
• Understanding of the key governmental and non-governmental actors in the North and North East departments
• Creole and French language skills, required; English, preferred
