Introduction

On the heels of the tragic earthquake of 2010, J/P HRO mobilized a rapid and effective response to save lives and to manage the Pétion-Ville Camp, which swelled to nearly 60,000 displaced earthquake survivors. J/P HRO quickly expanded its services in step with the needs on the ground, working to revitalize local Haitian communities through focused programs including: camp and relocation management, medical clinics, education, community development and livelihoods and engineering, rubble removal and reconstruction. The Organization is looking for: One (1) Community Development Program Manager, based at Delmas.
Summary

J/P Haitian Relief Organization (J/P HRO) is dedicated to saving lives and building sustainable programs with the Haitian people quickly and effectively. Following the tragic earthquake of 2010, J/P HRO began working immediately to make a meaningful and lasting impact in Haiti. The goal of J/P HRO is to support residents in the marginalized, high-density Port-au-Prince neighborhood of Delmas 32 and surrounding areas affected by the earthquake transition to resilient, sustainable and prosperous communities.

At the heart of this effort is the Integrated Community Development Program. This program is J/P HRO’s primary development-focused engagement with the community. The Community Development Program Manager is responsible for the overall coordination, management and development of an integrated set of program activities all directed towards empowering the people in our programming areas to create a better life for themselves, their families, their community and the country as a whole; as well as the management of the three Project Managers within the Community Development Program. Though the program remains flexible and open to new initiatives in the future, currently the three main areas of activity include:
1) Community - The operation of a community development campus that hosts activities such as literacy classes, youth leadership training, arts and crafts, cultural activities and sports as well as other community services. These activities are provided and operated primarily by Haitian volunteers. A urban agriculture project as well as programming to strengthen local community based organizations are also part of this project area;
2) Livelihoods – The implementation of projects and initiatives aiming to reduce the socioeconomic barriers faced by vulnerable beneficiaries; development and implementation of educational programming (business management training, mentorship, and vocational training); establishment of links to the job market, microfinance /village credit initiatives, and income generating activities; and value chain analysis and development.
3) Education - The management of a school which provides primary education to more than 200 vulnerable children ; as well as support to a ‘micro-school district’ of 30 schools in the Delmas 32 area to implement and facilitate educational improvements including early grade reading, teacher training, and professional learning communities;

The Program Manager develops the department’s strategy with the Director of Programs and operationalizes it on a daily basis through the management of his/her three project teams in the field and coordination with the other Programs on cross-cutting issues. S/he is responsible for supporting the development of grant proposals necessary to realize program goals, managing the budget allocated to the department as well as the program structure and staffing, and representing the Community Development Program.


Fonctions

Program Management and Development
• Undertake strategy development and planning in line with beneficiaries’ needs, context and the organization’s strategic objectives
• Set program objectives and targets and lead staff towards programmatic achievement
• Support advocacy and resource mobilization for the program, notably by contributing in proposal development efforts
• Oversee all aspects of the program, and be responsible for the quality of program delivery and outputs ensuring that J/P HRO is delivering an integrated and unified program
• Work with POD (Program and Organizational Development) to ensure an effective M&E system is in place and in use for all activities and projects and oversee continual improvement in impact assessment and communication of project performance
• Coordinate all aspects of programming with other J/P HRO programs and initiatives as appropriate
• Establish and develop links with government, civil society organizations and NGOs in the fields of community service, community development, income generation/economic empowerment and education
• Lead Community Development Program management meetings and individual meetings with project managers
• Report to the Director of Programs about activity progress, issues, risks and constraints on a weekly basis

Operational and Financial Oversight
• Supervise operational aspects of the program and ensure that J/P HRO’s protocols and procedures are applied and respected.
• Ensure proper adherence to procurement rules consistent with Donors and J/P HRO policies and guidelines.
• Monitor all program financial expenditures and prepare a consolidated monthly budget forecast for the program.
• Ensure that cash management practices and recordkeeping are in accordance with donor and J/P HRO regulations.
• Contribute to the timely preparation and submission of reports (narrative and financial) to donors.
• Develop yearly program and project budgets for the program’s activities and develop proposals for budget reallocations where necessary.

Personnel Management
• Ensure effective selection, orientation and supervision of international and national staff
Ensure that staff is properly trained on duties and expectations
• Ensure personnel information to other departments is accurate and submitted timely and that it is in line with the organization’s policies
• Conduct performance assessments, build the capacity of the teams through training and on-the-job coaching and provide feedback regularly and appropriately.


Qualifications Requises

• Master’s degree in International development, Administration, Public Policy or a related field (strongly desirable);
• Minimum of 5 years of experience of which 3 years in program management (essential);
• Experience in community development (essential), livelihoods (essential) and education (desirable);
• Proven team management experience (essential);
• Capacity to work at a senior level with host government, academic institutions, international and local NGOs (essential);
• Excellent verbal and written communication skills. Fluency in Creole and/or French(essential) and English (desirable);
• Experience in managing multi-cultural and multi-site programs (strongly desirable);
• Experience in the implementation of participatory approaches and community driven development (essential);
• Budget development and monitoring experience (strongly desirable);
• Demonstrated skills in donor proposal development, implementation, and project monitoring and evaluation (strongly desirable);
• Experience with financial management within NGOs (essential);
• Work experience in developing countries (strongly desirable);
• Familiarity with the Haitian context (desirable).
