Haitian Red Cross in collaboration with American Red Cross is looking to hire for the following position in its Technical division within the Program Department;

A (1) Sr. National Technical Expert – Community Youth & Gender
Grade 10 / Niveau 4 / Zone PAP

Purpose: In response to the January 12 earthquake in Haiti, the American Red Cross (ARC) is scaling up its support to the Haitian people in their post-earthquake recovery. ARC has developed an ‘Integrated Neighbourhood Reconstruction and Recovery Program - LAMIKA’ with the goal of enhancing community and household resiliency while providing safer, healthier and more secure living conditions in earthquake affected urban areas within the Carrefour-Feuilles neighbourhoods. Further, ARC is expanding its integrated programs to the Northern part of Haiti through its ‘North Community Based Integrated Program – Gran No Pi Djamn’ with the aim of increasing community resilience, building stronger communities and reducing exposure to external shocks in the targeted communities. Finally, ARC is also implementing, in collaboration with the Haitian Red Cross and other partners, the PrevSIDA project which aims to reduce the incidence of HIV among most at risk populations and in settings characterized by high risk behavior. Through these programs and activities, and others that are being implemented, ARC works closely with the Haitian Red Cross (HRC) and other relevant stakeholders to provide more services to vulnerable communities and improve their safety and living conditions.


Fonctions

The Senior National Technical Expert - Community Youth and Gender under the direct supervision of the Head of Technical Coordination Delegate and in close consultation with ARC Haiti programs will lead the design and development of ARC’s community and youth development strategy while ensuring that gender equity is a basic component of all programs implemented or funded by ARC in all targeted communities. The person that holds this position must have extensive experience in community mobilization, community development, capacity building, gender and youth empowerment both in urban and rural areas settings. The position will involve extensive travel to program areas to provide support with 40% travel outside PaP.

The Senior National Technical Expert - Community Youth and Gender will be a highly motivated and proactive individual, able to provide guidance to the programs’ technical staff on the best way to optimize the impact of the programs activities at field level. Furthermore, s/he will provides support in managing communities’ expectations, and will be involved in building up communities’, women and youth confidence while ensuring that effective relationships are maintained within the various groups inside the communities. S/he should be an individual with the ability to motivate and develop staff capacities in community youth and gender. S/he should also have the ability to work with diverse community, youth and women’s groups to develop innovative program activities to stimulate interest and participation within the communities.

Specific duties and accountabilities

 Lead the development and support the implementation of the ARC’s community youth and gender strategy and community participation framework. Provide relevant information/documentation to revise these strategies when needed.
 Lead the design of community youth and gender projects, including conducting capacity building and community stakeholder mapping, assessments and community training programs in close coordination with the programs managers and key staff.
 Ensure that all programs include a gender component with budget allocation for relevant activities.
 Support Haitian Red Cross in youth and gender based program development and management with special emphasis on gender based violence, community violence prevention and youth empowerment
 Develop, plan and coordinate community youth and gender work plans with program staff, review and evaluate work methods and procedures in partnership with program managers and other relevant actors.
 Provide high quality technical support including training to program teams working under LAMIKA, Gran Nò Pi Djamn, PrevSida, partner projects and other programs under development and in implementing community youth and gender activities.
 Liaise with the Beneficiary Communications and the Accountability to Beneficiaries’ teams to ensure that information regarding community youth and gender is well shared and understood among the teams and within the community.
 Provide guidance and support to programs staff in order to ensure that work plan is followed by the teams and progression is being made.
 Support the Program managers to ensure that good connections are maintained with relevant community stakeholders and the various groups within the communities.
 Support the Program managers to ensure that that Accountability to Beneficiaries team is kept updated by program staff about all activities implemented in the communities in the objective to warrant that AtB standards are met.
 Identify and develop partnerships and relationships, ensuring regular engagement and coordination, with relevant partners in local government, women organizations, youth groups, civil society and international NGOs.
 Collaborate closely with Program managers and technical advisors (both at delegation and headquarters level) to ensure that community youth and gender strategy and activities are aligned with ARC’s integrated approach as well as with the Government’s strategy.

Additional duties
 Ensure that gender-based violence materials and tools developed jointly with ARC’s partners can be used and/or adapted for future needs in others programs.
 Design key gender markers that will be integrated into all new and existing programs;
 Make sure that all programs are gender-sensitive and offer opportunities for both women and men to improve their socioeconomic status through more access to and control over the resources and benefits;
 Ensure that log frames are engendered to identify and account for the gender issues implicit in planning, monitoring, and evaluation of programsSupport the beneficiary communications team in ensuring that community and platforms are well informed about the programs activities
 Participate actively in program meetings to better capture community and youth support needed.


Qualifications Requises

Requested Qualifications

 Bachelor degree in social sciences or humanities
 A minimum of 9 years of relevant experience in community and youth development (i.e. community mobilization, community development, capacity building and youth empowerment) preferably in an I/NGO
 Prior experience in developing gender thematic strategies and supporting cross-cutting research and advocacy work around the gender theme or a least being exposed to the gender theme.
 Proven managerial experience through prior work in accountability, community communications, gender, community and youth development or mobilization and holding positions of responsibility.
 Excellent understanding of the different roles of men and women, their interactions with social, cultural and economic institutions around them and the resources and opportunities for livelihoods advancement that protect and cushion them against further vulnerabilities
 Demonstrated ability to work effectively with communities, government, women organizations and other stakeholders at local level.
 Strong understanding of two-way beneficiary communications and accountability
 Experience working in participatory community processes
 Experience leading participatory monitoring processes
 Experience in training, facilitating focus group discussions, community consultation
 Experience working with community media
 Excellent command in Microsoft Office programs
 Willingness to learn and innovate, flexibility, dedication and creativity.
 Sound report writing, interpersonal, facilitation, and communication skills.
 Ability to work to meet deadlines in multiple tasking environments
 Experience working for the Red Cross/Red Crescent or other international humanitarian organization, preferably in community development
 Ability to work effectively under pressure and to organize and prioritize competing activities
 Strong English speaking and report writing skills
 Strong French and Creole language skills
 Experience conceiving and delivering trainings for staff and community members
