Introduction

The Procurement Manager is responsible for ensuring all project procurement of goods and operations services are achieved according to project deadlines. The procurement Manager will put in place policies and procedures to ensure that all commodity procurement actions are compliant with AVANSE, DAI, FAR and AIDAR regulations.


Fonctions

The Procurement Manager will be responsible for the following detailed tasks, but not limited to:

• Support the Operations Manager in managing procurement of goods and services through subcontracts and purchase orders;
• Oversee project procurement and ensure compliance with corporate policies, contractual terms, US Federal Acquisition Regulations, Agency for International Development Acquisition Regulations (AIDAR), and other applicable rules and regulations;
• Purchase a wide-range of goods, commodities, and services;
• Manage an extensive and complex procurement activities;
• Manage procurement documents while ensuring compliance with relevant regulations. Management of procurement function includes preparing specifications and solicitation documents, managing bid evaluations, drafting requests for consent for the contracting officer, and overseeing vendor selection process;
• Produce the forms required for procurements, contracts, and other agreements which the program may find necessary (bid analysis, selection and negotiation memos, purchase orders, etc.).
• Manage vendor relationships, contacts, and pre-qualifications lists;
• Provide input to project procurement for financial and other reports;
• Maintain procurement files (paper and electronic backup) in accordance with applicable policies and procedures;
• Provide procurement procedures and policy guidance and interpretation for program staff;
• Coach, mentor, and train program staff on procurement policies and procedures;
• Manage procurement-related tasks in coordination with the Procurement & Logistics Officer based in the Port au Prince office.


Qualifications Requises

• Seven year of progressively responsible procurement work experience, with at least five year experience in contracts and financial management on USAID – funded projects.
• Expertise in USAID FAR, AIDAR and FAR regulations and compliance measures.
• A university or equivalent degree in business administration, financial management, or other related discipline.
• Experience in competitive procurement of goods and services required.
• Strong written and verb al communication skills.
• Ability to multitask and manage competing priorities.
• High integrity and transparency in work products.
• Fluency in French and Haitian Creole required; English proficiency preferred.
• Strong knowledge of Microsoft Office software applications.


Conditions particulières

The Procurement Manager will report to the Operations Manager.
