PURPOSE: UMCOR (United Methodist Committee on Relief) is a USA based international development agency that provides long-term technical assistance to developing countries. UMCOR’s program areas in Haiti focus on continued earthquake early recovery and development activities. The PISANS program is a community resettlement project that seeks to integrate host and newly resettled beneficiary communities. Interventions include but are not limited to the following sectors: water, sanitation and hygiene, livelihoods and shelter and reconstruction.


UMCOR Haiti is currently seeking a national Shelter Engineer for the PISANS program. The position is based in Cabaret with travel as needed to other parts of the West Department. The Shelter Engineer will be responsible for monitoring the construction company hired to work on the school and community center construction components of the PISANS program.

The Engineer will be required to work 40 hours per week. They will report to and be supported by the PISANS Program Coordinator in Cabaret on a daily basis for administrative and logistical matters, but for technical matters will report to and be supported by the Shelter and Reconstruction Coordinator in the Port-au-Prince office. Housing and transportation to and from work is not provided for this position. Transport is provided for business purposes during working hours only.

1. Ensure contractors complete works in accordance with the BOQs and technical designs, ontime and with respect to the beneficiaries’ needs.
2. Monitor and evaluate the program progress.
3. Ensure that accurate and detailed records of project matters are formulated and kept.
4. Conduct site assessments and surveys.
5. Supervise and effectively manage the daily activities of contractors to ensure completion of projects within the timeframe and budget.
6. Ensure as far as possible the security of the project, of staff, and of equipments.
7. Coordinate with school directors and the school community, steering committee and other stakeholders to ensure community participation and ownership. This may include organizing and leading meetings to inform the community on the goals, requirements, procedures, contributions, and objectives of the project.
8. Advise on procurement needs.
9. Prepare and submit daily progress reports and weekly work plans.
10. Review and monitor (and submit when appropriate) monthly project expenditures submitted and/or prepared by/to the Finance Department and monitor and track budgets and monthly project expenditures.
11. Alert the PISANS Program Coordinator and Shelter and Reconstruction Coordinator to any instances that have the potential for a negative impact on the implementation of grants or compliance with their terms.
12. Take overall responsibility for achieving project objectives on time and on budget and adhering to the proposal and donor requirements.
13. Review of documents and other materials prepared by contractors and consultants.
14. Production of documentation in compliance with all relevant design codes and standards, including production of BOQs, drawings and specifications, design of repairs and new construction
15. Carry out construction training as requested by the Shelter and Construction Coordinator for improving the standards of local construction workers.

 Must have a University degree in civil engineering, architecture or construction management,
Must have a minimum of 2 years construction experience
Must have good knowledge of local suppliers and building contractors
Must be proficient in Word, Excel, and AutoCAD
Must have good written and spoken English language skills
Must be able to follow directions and work schedule
