Job Summary
The Finance Manager serves as the country office financial controller and advisor to the Director of Finance, Administration and Logistics, the Country Director and budget holders, supporting them in their efforts to comply with donor reporting and audit requirements, SCI financial policies, procurement procedures, and accounting controls. S/he organizes and directs all general accounting activities and maintains accurate up-to-date accounting system records required to properly manage budgets, cash flows, and reports for all country office financial activities. He/She provides support to SMT (Senior Management Team) developing policies and procedures concerning grant and private financial management; also serves as the primary financial and budget variance reporter and maintains a direct communication link with SCI’s Home Office, local banks and any other party as required.

JOB RESPONSABILITIES, DUTIES AND TASKS
Project planning and Reporting
 Planning:
o Plays active role in annual and multiyear budget planning
o Reviews expenditure reports for budget phasing and control purposes
o Leads planning and scheduling of monthly departmental activities related to the finance unit to meet SCI and donor month and year end submission dates and reporting deadlines
o Ensure the work schedule meets due dates for finance reports and data entry of SCI and donor deadlines
 Financial Management:
o Leads the preparation and submission of accurate accruals financial (monthly, quarterly and annual) reports and input of data on a timely basis to meet SCI and donor deadlines
o Coordinates activities and tasks with collaborating Departments, Field Offices and sub award / contract organizations to ensure timely posting of transactions Ensures that all private, grant and cost share expenditures are in compliance with SCI and donor guidelines and coordinates with budget holders expenditures related to different funding sources and advises Director FAL (Finance Administration Logistics) / SMT on any particular issues arising
 Personnel Management
o Plays a leading role in the recruitment, training, promotion and supervision of all finance/accounting staff in the Central and Field Offices.
o Follows the performance management policy to develop staff growth, performance and retention plans.
o Conducts regular meetings/visits with/to FO (Field Office) and CO staff
 Operate and maintain updated agency’s systems:


Qualifications Requises

QUALIFICATIONS & EXPERIENCES
 Bachelor’s Degree in Finance;
 Registered Accountant;
 Excellent communication skills in Creole, English French;
 Proficient in financial accounting software, Word, Excel, PowerPoint and other software;
 Minimum of ten(10) years of general working experience;
 Minimum 5-7 years’ experience in relevant field;
 Good capacities to work with team.
