Organization Profile: Created in 1962 through a unique agreement between the Organization of American States (OAS) and the private sector; the Pan American Development Foundation is an independent, non-profit organization 501 (c)(3) that creates public-private partnerships to assist the least advantaged people in Latin America and the Caribbean. Overview of the Leveraging Effective Application of Direct Investments (LEAD) program
USAID’s Leveraging Effective Application of Direct Investments (LEAD), which began in late July, 2011, is a 4-year, $12 million program implemented by the Pan American Development Foundation (PADF). LEAD has two main objectives:
• Strengthen the capacity of SMEs, social enterprises and stakeholder intermediary/support institutions, such as NGOs, Chambers of Commerce, business and professional associations, business service (e.g. training and consulting) providers and financial institutions to support employment and economic growth in Haiti.
• Increase the development impact of diaspora remittances and other capital flows to Haiti, particularly regarding investment in SMEs and social enterprises.

In addition, LEAD priorities include:
• Working in three economic “corridors” in Haiti, centered on Cap-Haitian and St Marc, to promote economic decentralization, and Port-au-Prince.
• Increasing employment, including special consideration for employment of women and handicapped.

To accomplish these objectives, the LEAD program includes the following initiatives and activities:
• A $5.5 million matching grant program for SMEs distributed through a Business Plan Competition (BPC) that provides grants from $50,000 to $200,000 based on minimum 1:1 matching investments.
• A $500,000 matching grant program for social enterprises distributed directly to social enterprises and community projects or through specialized funding organizations such as the Grameen Creative Lab.
• Technical support to target enterprises through outsourcing to local business service providers.
• Capacity-building and collaboration agreements with key partners, such as business associations, funding organizations and business service providers.
• An outreach program in the United States to provide information to the Diaspora and other providers of capital regarding investing in Haiti and in particular the LEAD activities.


Fonctions

Job responsibilities
• Works with the Grants Manager and the M&E officer to gather key data and follow up on grantees activities;
• Oversees the administration and coordination of the program with the Program Assistant;
• Participates in planning and organizing the Program training, workshops, conferences, roundtables and in organizing staff training events;
• Liaise with partner organizations for data reports and feedback from partner organization;
• Participates in developing quarterly, semi-annual and annual qualitative and quantitative reports, as required;
• Actively participates in developing the Program policies and procedures, manuals, information leaflets, liaises w/public entities for promotion of the Program.
• Supervises and prepares grant payment/tracking information for program reporting periods;

Qualifications
• BA, BS or equivalent Degree
• Fluency in English, French preferable
• Skills in report writing,
• Experience with MS/Office, tracking systems and database programs
• Willingness to work extensively with databases
• Ability to multitask, meet strict deadlines


Conditions de travail

Location : Full-time local position based out of the PADF-Haiti office in Port-au-Prince
Duration of the assignment: immediately until August 31, 2015.
