Purpose:
ARC is implementing a number of programmes throughout Haiti, mostly in response to the 2010 Earthquake. This position is under the auspices of the North Community Based Integrated Program (NCBIP), based in Cape Haitian and covering the North, Northeast and Northwest. NCBIP has the aim to increase community resilience, building stronger communities and reducing exposure to external shocks in mostly rural targeted communities through an integrated programming approach that enhances the mutual impact of multi-sectorial work in Disaster Risk Reduction, Health, Water and Sanitation and Livelihoods. Thus, the ARC Haiti Delegation is seeking for experienced field officers with expertise in livelihoods and food security. This position will initially be based in Cap Haitian with significant travel to the field sites in the North, North East and North West.

Thus, the ARC Haiti Delegation is seeking for experienced field officers with expertise in livelihoods and food security. This position will initially be based in Cap Haitian with significant travel to the field sites in the North, North East and North West. The ‘Livelihood Field Officers’ (LFO) under direct supervision of the ‘Livelihood Coordinator’ will be responsible for supporting the day to day technical activities in the field. With a strong emphasis on the provision of training and programme quality, the LFO’s will engage daily with community based organisations, schools and other stakeholders, both to monitor activities on the ground, and also to provide on-going technical support. It will thus be incumbent on the LFO to identify local organisations that have a strong focus and experience on improving access, availability and utilisation of food and income within the operational area, as well as organisations with more limited experience in these areas. The programme will work on improving farming practices, introducing sustainable natural resource management related to soil and water conservation techniques, integrated pest management, livestock husbandry and improving access to markets through appropriate community based extension models. The LFO should have a solid grounding in rural income generating activities, including but not exclusively, technical knowledge around pisiculture, livestock husbandry, Farmer Field School Methodologies and apiculture. The LFO’s are also expected to have experience of organisational capacity building, monitoring and data collection and analysis. The LFO’s are expected to liaise directly with the Ministry of Agriculture, other relevant line ministries and other stakeholders, including international organisations working within and outside the operational areas. In addition, the LFO’s will need to ensure that they coordinate their activities and targeting selection with other sectors (specifically health, DRR and WATSAN).
Specific duties and accountabilities
• Represent ARC at meetings with officials of local and national authorities, specifically the Ministry of Agriculture, the Haitian Red Cross (HRC) local CBO’s, international organisations and the private sector;
• Provide specific relevant technical training related to food security and livelihoods to local CBO’s, line ministries and other stakeholders;
• Liaise directly with the Ministry of Agriculture, the private sector and the procurement department to ensure all materials are received in a timely manner and following all the necessary quality control mechanisms;
• Conduct organizational capacity building assessments in collaboration with the Livelihoods Coordinator and other sector leads;
• Be a driving force in developing the livelihoods field activities within the programmatic objectives and in line with livelihood programme strategies;
• Frequently visit implementing partners at both field and office level and document all findings to share at open meetings. Ensure recommendations are included into the annual work plan and training schedule;
• Support the partner organisations and the HRC to develop appropriate criteria for assessing vulnerability and the menu of technical choices available to households within the three operational areas;
• Provision of technical assistance to partner organisations (including the Ministry) related to food security and income generation;
• Logistical support to partner organisations around sourcing of materials (may include seeds, saplings, polybags, livestock etc.);
• Compile monthly activity reports and work with partner organisations to ensure submission of quarterly reports that reflect the outcome level indicators from the Logframe;
Qualifications Requises
Requested Qualifications:
Technical qualification in agriculture, rural development, agro-forestry or related subject
Experience of the farmer field school methodology and group formation methods
Solid experience (at least 2 years) of group saving and loan methodologies
At least 2 years’ experience of working with an international organisation, private company or ministerial department specifically in the areas of agricultural development, food security or related topic within rural areas
Demonstrated experience of working closely with and mentoring grassroots organisations, using participatory tools
Solid human resource management skills with demonstrated experience of working to build the capacity of other team members (specifically on food security and livelihood related issues)
Computer literate with knowledge of statistical packages
Leadership skills, organizational and interpersonal skills
Willing and able to travel whenever required for work purposes
Proficient in Creole, and French
