Haitian Red Cross in collaboration with American Red Cross is looking for his Department Technical Coordination:

(1) Livelihoods Manager
Grade 9 / Niveau 4 / Zone North

Purpose:
ARC is implementing a number of programmes throughout Haiti, mostly in response to the 2010 Earthquake. This position is under the auspices of the North Community Based Integrated Program (NCBIP), based in Cape Haitian and covering the North, Northeast and Northwest. NCBIP has the aim to increase community resilience, building stronger communities and reducing exposure to external shocks in mostly rural targeted communities through an integrated programming approach that enhances the mutual impact of multi-sectorial work in Disaster Risk Reduction, Health, Water and Sanitation and Livelihoods. Thus, the ARC Haiti Delegation is seeking for an experienced Livelihood Coordinator to oversee its livelihood and food security related activities that it will implement using community based organisations and other local stakeholders.

Thus, the ARC Haiti Delegation is seeking for an experienced Livelihood Manager to oversee its livelihood and food security related component that it will implement using community based organisations and other local stakeholders. The ‘Livelihood Manager’ under direct supervision of the ‘Branch Capacity Building Delegate’ (BCBD) and in close consultation with ARC Haiti Delegation’s Technical Team (Livelihood, Health, DRR, WatSan, and Construction), will be responsible for the day to day monitoring and provision of technical support to partner organisations implementing the livelihood components of the NCBIP. With a strong focus on improving access, availability and utilisation of food within the operational area, the programme will work on improving farming practices, introducing sustainable natural resource management, livestock husbandry, income generation and improving access to markets through community based extension models and working with the Ministry of Agriculture. Whilst these are sector specific approaches relevant to livelihoods, the post holder will need to ensure that the livelihood components are implemented using an integrated approach (with particular reference to health, DRR and WATSAN activities). Working with a small team of three technical sectors and engagement with local Community Based Organisations, the Coordinator need to have experience of working to build local civil society, in addition to his/her technical knowledge in livelihoods. In addition, the Livelihoods Coordinator will be responsible for raising the profile of livelihoods both within HRC and ARC and work strengthen the knowledge and capacity of HRC of the critical importance of livelihoods.


Specific duties and accountabilities
- Represent ARC at meetings with officials of local and national authorities, specifically the Ministry of Agriculture, the Haitian Red Cross (HRC) local CBO’s, international organizations and the private sector;
- Work directly with the HRC at all branches to strengthen their capacity around food security and livelihoods. This may include helping to develop a strategic statement and direction on mainstreaming food security and livelihoods components within their programs;
- Monitor the effectiveness of training by the various programs to the staff and implementing partners through frequent communication with organizers and field observation. Ensure any necessary adjustments in training programs are conducted on time;
- Develop and build the capacity of HRC livelihood team through structured training and mentorship to ensure the implementation of relevant quality and sustainable livelihood activities;
- Support the development of assessment criteria to assess local partners and ensure that they are fully compliant with the terms and conditions of the partnership;
- Lead on assessment design and implementation especially related to livelihoods;
- Develop a detailed livelihood work plan with the livelihood officers;
- Ensure effective and frequent coordination with partners implementing the livelihood components of the program;
- Guided by the BCBD and with the support of ARC Livelihood Technical Advisor, continuously monitor and develop relevant accountability initiatives within the livelihoods program, as well as strengthening the effort to document the impact of activities;
- Frequently visit implementing partners at both field and office level and document all findings to share at open meetings. Ensure recommendations are included into the annual work plan and training schedule;
- Support the partner organizations and the HRC to develop appropriate criteria for assessing vulnerability and the menu of technical choices available to households within the three operational areas;
- Provision of technical assistance to partner organizations (including the Ministry) related to food security and income generation;
- Logistical support to partner organizations around sourcing of materials (may include seeds, saplings, polybags, livestock etc.);
- Develop and lead needs assessments, which propose concrete and feasible solutions for the target communities in terms of livelihood capacity building;
- Work in close collaboration with the other coordinators to ensure all components of the programme are well integrated, understood and practiced by all participants and partner organisations;
Compile monthly activity reports and work with partner organisations to ensure submission of quarterly reports that reflect the outcome level indicators from the Log frame;


Qualifications Requises

Requested Qualifications:

Technical qualification in Agriculture, Agronomy, Agro-forestry or related subject

Master’s Degree in Rural Economics, Rural Development or Community Development

At least 5 years’ experience of working with an international organisation, private company or ministerial department specifically in the areas of agricultural development, food security or related topic within rural areas

Demonstrated experience of working with partner organisations. Demonstrated experience of working closely with and mentoring counterparts, providing timely and relevant feedback and addressing gaps in capacity

Demonstrated experience of working as part of a team supporting integrated programs

Solid human resource management skills with demonstrated experience of working to build the capacity of other team members (specifically on food security and livelihood related issues)

Good understanding of the Household Livelihoods Security Framework

Experience of managing budgets

Computer literate with knowledge of statistical packages
Leadership skills, organizational and interpersonal skills

Willing and able to travel whenever required for work purposes

Proficient in Creole, French and English

Technical qualification in Agriculture, Agronomy, Agro-forestry or related subject

Master’s Degree in Rural Economics, Rural Development or Community Development
