Job Summary
Catholic Relief Services (CRS) is an international non-governmental organization supporting relief and development work in over 99 countries around the world. CRS programs assist persons on the basis of need, regardless of creed, ethnicity or nationality. CRS works through local church and non-church partners to implement its programs.

CRS shall implement the Carradeux Community Vitalization Project (CCVP) in Tabarre, Port-au-Prince. This new, permanent housing project can serve residents of varying incomes, provide safe and improved living conditions for those residents, and incorporate simple, sustainable, environmental technologies to provide inhabitants with valuable resources for daily living. CCVP is designed to create a template by which many forms of reconstruction project can be implemented at different scales and take advantage of this standard of care. CCVP is currently funded for a pilot stage. This initial pilot will result in 125 permanent homes on a subsection of the full site (“Village 1”), as well as a comprehensive plan for the remaining areas of Carradeux.

CRS is looking for a Project Monitoring and Evaluation (M&E) Officer who, under the direction of the Program Director and CCVP Steering Committee (S-COM), with technical supervision from the Urban Programs MEAL Coordinator, shall be charged with the design and implementation of a comprehensive M&E Plan for the CCVP Village 1 pilot.

Responsibilities
As a member of the CCVP Team, the Project M&E Officer is responsible for the following:

Specific Activities:
• Under the technical supervision of the Urban Program MEAL Coordinator and in conjunction with S-COM, develop an M&E Plan with comprehensive performance targets and indicators
• Create a schedule for regular data collection, a description of quality assessment procedures, and a calendar of performance management tasks (baseline, quarterly reports and final evaluation)
• Set high quality performance targets ensuring adherence to technical standards, best practices, donor guidelines, and community feedback
• Develop indicators that accurately measure results progress
• Develop the framework for carrying out Operations Research with the Operational Research and Learning Expert
• Compile regular reporting from CCVP Teams including progress reports on community surveys, regular savings, stakeholder feedback, Field Team construction progress, and community loan repayments over all Phases of the CCVP Program
• Provide the materials as required for S-COM, governmental, financial, and donor meetings
• Liaise with relevant stakeholders to provide comprehensive Mid-Program and End of Program reporting with lessons learned over the Program period of 26 months
• Work closely with the Operational Research and Learning Expert to create a shared learning component containing within it lessons learned over the course of the CCVP Program as well as a series of qualified recommendations on how transition from partial subsidization of low-income housing to a 100% repayment solution for future development projects


List of Outputs/Deliverables:
• Comprehensive M&E plan and execution, including data collection schedules, assessment procedures, any required formwork for data collection
• A performance management calendar of required tasks
• Baseline, quarterly, and End of Project reporting
• An Environmental Mitigation Plan and Report (EMPR)
• A comprehensive report of lessons learned over the course of the CCVP Program
• A shared learning component with a series of qualified recommendations for GoH and other stakeholders

Qualifications Requises

• Bachelor’s degree in related field (operations research, quantitative analysis, statistics, etc.) and 3-5 years of experience in Monitoring and Evaluation; management/leadership experience in evaluating complex international development programs desirable
• Prior experience with data entry and reporting in Haiti or similar developing countries required
• Prior experience with CRS worldwide Information and Communication Technology for Development (ICT4D) and SharePoint an asset
• Demonstrated organizational and time-budgeting skills required
• Demonstrated ability in addressing gender equity issues in a reporting context, per donor requirements
• Ability to work both independently and in a team environment
• Excellent analytic, organizational and computer skills, including but not limited to: MS Word, Excel, Outlook, and PowerPoint; statistical packages such as SPSS, STATA, etc.
• Demonstrated ability in monitoring and evaluation, and reporting
• Good English oral and written communication skills required
• Excellent French required. Haitian Creole an asset.
