International NGO needs to recruit a project officer
Position based in Port-au-Prince with frequent trips on the field.

GENERAL RESPONSIBILITIE
• Coordinate program / projects’ development, implementation /management, facilitate /guide local programs’ partners for active Resources mobilization, advocate for changes in policies and practices that impact upon the lives of poor people through the scope of building resilience at partner and community level.
• Support Manager in the development of longer term plans in conjunction to the Organisation’s Country Strategy Paper.


Fonctions

Specific Responsibilities:
• Build the capacity of community structures (CBOs) and ensure they are established and strengthened in all participatory methodologies
• Monitor the implementation of all partners’ activities on timely basis. Ensure the timely and proper execution of planned activities and monitor compliance of partners to the MOU/Project Agreements drawn with AAH; Timely identify key problems, issues and program implementation difficulties including conflict on the field , seek solution independently or in coordination with other relevant stakeholders actors, alert on all irregularities and share progress reports with other departments and structures for a better understanding and collaboration
• Coordinate program appraisals, planning, review and evaluation and support Manager in Developing strategies/ phase out plans , Program Appraisals, management of Program Quality /Impact ,partners’ annual plans and budgets ;
• Collect relevant assessment information and ensure that adequate/relevant information is appropriately filed for institutional memory and available/ updated bi-annually to support planning, designing, M&E and assessment of impact.
• Facilitate community mobilization and sensitization in all programs interventions within the defined area in accordance with the Annual operating Plan
• Promote and facilitate participatory reviews monitoring and reporting on program implementation processes with staffs, partners, communities and other stakeholders and input into reports, documented share case studies and best practices from staffs and partners, then submit reports to relevant offices

• Participate in national level orientation meeting for development of Country strategic plans and Local rights strategies Coordinate the process of development of Local Rights Program strategy
• Orient local rights program staff and partners in strategy development processes and develop road map Collect data for LRP strategic plans analyze field data, prepare draft strategy and submit to Head of Programs/ Policy for comments, incorporate comments received, polish the LRP strategy and develop final strategy and submit for approval
Analyze and support partners programming and strategic planning, build capacities / mentor partners in key thematic areas/program approaches in line with the LRP strategy; coordinate and hold meetings on plans and budgets with partners and LRP staffs, review partners plans & budgets, inputs and provide feedback to partners for consolidation by partner and develop LRP annual plans / budgets as per planning guidelines,
• Represent the organization / Unit in various thematic/programmatic knowledge sharing and learning forums, document and share feedback with the team
• Track trends in contemporary program/ thematic practices, document, identify documents, provide advice/ recommendations on key developments to CP Management and share with line management, potentials partnerships, coalition building, and networking;


Qualifications Requises

Essential Experience

• At least 5 years minimum working experience in the social development field at a well known institution
• Familiar with budget management
• In-depth understanding of programming issues and policy work at state, national and international levels.
• Relevant understanding of gender issues in development and demonstrable commitment to promoting gender equality within the organization and in programme work.
