Introduction
OXFAM PURPOSE: To work with others to overcome poverty and suffering.
TEAM PURPOSE: To ensure Oxfam has the management, technical and logistical capacities to scale up and to rapidly respond to major humanitarian emergencies anywhere in the world.
JOB PURPOSE: Ensure the project meets donors and Oxfam’s objectives in terms of impact and quality. Take responsibility for the project to be completed on time and within budget.

Staff reporting to this post: Returns & Profiling Officer, CBO liaison Officer, Community Development Officer, DRR Officer, Receptionist
BUDGET RESPONSIBILITY: The Project Manager will be the budget holder of her/his project.
DIMENSIONS
• Coordinates and delivers agreed plans or strategies over which the job holder has some strategic input.
• Represents the affiliate in coordination meetings and some external relationships.
• Impact and influence of the job is mostly within the job holder’s own programme unit (ie country/region) but occasionally also in other parts of the affiliate and/or with an external audience.
• Usually plans and manages the resources of one or more sub-units though, not normally over a broad spectrum of programs or geographies.
• Specific competencies and skills are required to achieve the job’s objectives eg geographical, thematic, and managerial.
• Helps shape local level objectives within in a specific team. In larger programmes these jobs are often part of a management team.
• Provides specialist advice or specific skills to their team or programme unit.
• Their plans and objectives are developed to contribute to country, region and broader programme strategy and can involve collaboration with other programme units (e.g. other affiliates in-country or colleagues in different country programmes) or departments (e.g. head office).
• Management tasks are complex and non-routine within their specialist unit or function.
• Requires the ability to analyse and communicate complex information to a wide audience.
• Decision-making requires significant levels of judgement based on technical and management experience, generally actively supported by line management or the programme team.
• The focus of the role can vary but has well-defined targets and/or minimum standards, and is both proactive and reactive.
Fonctions
CONTEXT
The Project Manager is to organise the field operations that take place in the area of Duval/Marassa (Croix-des-Bouquets). The focus of the Tent to Home project is to work with partners for the safe relocation of 1,450 internally displaced families and ensure their inclusion in return communities. The 15-month project started in April 2013. It is co-financed by ECHO and the Volvo Fund. Implementation partners are IOM, Handicap International and a number of local organisations.
KEY RESPONSIBILITIES
Project strategy
- Coordination with implementation partners
- Lead Oxfam’s strategic exchange on the project
- Advise Oxfam and partners on Return related strategies and projects
Staff management
- Lead recruitment and training process of project staff
- Organize project staff to ensure efficient task division and progress
- Ensure Oxfam procedures and Code of Conduct are met by all project staff
Project implementation
- Lead field activities planning and Gantt chart updates if needed
- Lead supply plan development and updates
- Be responsible for programme budget and conduct monthly financial monitoring
- Ensure compliance with donor’s standards, especially in terms of procurement and visibility
Monitoring and Evaluation
- Work with Programme Quality Team on design and development of M&E tools and activities throughout implementation period
- Work with project staff and partners to ensure quality of implementation and accountability mechanisms
- Prepare all donor reports in line with Oxfam and donors procedures (narrative, financial, geographic data).
Communication and coordination
- Ensure regular updates and close coordination with local authorities through appropriate governance mechanisms (Mairie, CASEC, ASECs)
- Participate in relevant coordination mechanisms (returns group, ECHO partners exchange, Croix-des-Bouquets meetings...)
- Feed the Oxfam team with project updates for broader communication on Oxfam activities and expertise
Risks and security
- Monitor risks and assumptions
- Propose adaptative measures and fallback scenarios if needed
- Security focal point for the project (provides security updates, ensure respect of procedure, lead mitigation measures)
Programme Fund Development
Support fund development initiatives where necessary, contribute to writing proposals within strategic context
Qualifications Requises
SKILLS AND COMPETENCES:
Essential
• Substantial experience in humanitarian and/or development projects management in Haiti
• Proven experience in staff and financial management with experience of working with various donor formats
• Proven experience in managing multi-donor projects
• Proven experience in managing multi-partner and/or multidisciplinary projects
• Proven ability to develop good local knowledge/relationships with various players and have excellent analytical, influencing and negotiation skills with an ability to work with others to develop strategy into action
• Proven ability to plan, organise and prioritise work, together with the ability to remain calm and not loose sight of strategic priorities. This means ability to use sound judgement, make independent decisions
• Able to work flexibly & creatively with limited direct supervision; meeting agreed deadlines in a stressful and fast paced environment will be critical;
• Ability to work well under pressure and in response to changing needs.
• Proven knowledge of DG ECHO strategy and procedures
• Well-developed inter-personal skills.
• Commitment to humanitarian principles and action as well as Oxfam’s aims and objectives such as equal opportunity and gender policies.
• Fluency in written and spoken French is essential
• Fluency in written and spoken English is essential
Desirable
• Fluency in Creole is a distinct advantage
• Experience in livelihoods, DRR or active citizenship programmes
