Introduction

Under the direct supervision of the Partners for Learning/Education Program Director, the Monitoring and Evaluation Specialist (MES) is responsible for developing and maintaining a participatory process, an independent, equity-focused and gender responsive monitoring and evaluation system that is specific to the program target areas. The MES will maintain a high level of coordination with the Country Office (CO) M&E Specialist and CARE USA’s M&E Specialist assigned to this program.
Responsibilities will include finalizing the program M&E plan, supervising key M&E activities including the baseline, midline, final evaluations, and periodic internal monitoring, ensuring the M&E plan and all related activities are gender responsive, and ensuring quality analysis and reporting on data to inform changes in program interventions as necessary and measure impact. Sh/e will also be responsible for learning and knowledge management for the program, including leading activities such as Reflective Practice, Most Significant Change, and Lesson Learned analysis with team members and beneficiaries. Sh/e will be responsible for maintaining the CO’s CHARM activity database for education, program activity and site mapping, including GPS coordinates, beneficiary database, and all donor reporting databases for education. Additional responsibilities include the oversight of M&E activities by program partners and coaching/accompaniment of their respective M&E staff as needed to ensure a high level of quality programming and accountability by partners. Sh/e will also work closely with the CO Communication Officer, Report Writer, and MES of the Program Quality & Learning unit to share information, results, good practices, etc.

Job Responsibility #1 35%

M&E System Building and Technical Oversight

• In cooperation with the CO MES & CUSA MES, project staff and partners, revise/further develop as needed the detailed M&E plan, along with key indicators of progress and achievements (with a calendar of major M&E events, such as baseline survey, mid-term and final evaluations) in compliance with M&E logical framework (Result framework) for the project and its components. The plan must be an inclusive process, equity-focused and gender-responsive, including but not limited to data disaggregated by gender and age; indicators for measuring female empowerment and male engagement)

• In cooperation with the CO MES & CUSA MES, project staff and partners, identify optimal amounts of M&E data required and appropriate quantitative / qualitative tools for the data collection. This may include desing of data collection tools and relevant database. Bias towards participatory methods as much as possible, yet be strategic in choice of methods appropriate to information required;

• Design and adapt continually system for process of gender-sensitive data collection, management, analysis, and reporting of data synthesis;

• Coordinate and supervise all M&E activities, including the work of contracted consultants (baseline, midline, final evaluation, internal monitoring) by preparing TOR, evaluating proposal and process, maintaining database, validating final report or work completed;

• Oversee process of data collection, management, analysis, and reporting of data synthesis for all M&E activities;

• Coordinate closely with program partners to ensure their M&E aligns with the programs M&E plan and maintains a high level of quality and integrity;

• Advise program staff on suitable methods / procedures and coordinate the process of collating the information;

• Assist program staff in fine tuning the data collection procedures and generating monitoring reports;

• Verify and analyze the information (reports, data etc.) received from partners, contracted service providers and the project staff engaged in monitoring activities.

• Draft reports (Donors, GoH and CLIO) with consolidated data and recommendations for submitting to the Program Director.

Database Management

• Maintain the CO’s CHARM activity database for education.

• Design and complete program activity and site mapping, including GPS coordinates.

• Design and/or monitor maintenance of beneficiary database (in collaboration with partners).

• Maintain all donor reporting databases for education.

• Build and maintain a data-base of relevant project documentation, including logical/result frameworks, baseline / evaluation data and reports, etc.

Job Responsibility #3 15%

Capacity Building, Training and Technical Support

• In cooperation with the CO MES & CUSA MES, carry out needs assessment for the project staff (and partners as necessary) to ascertain their knowledge in M&E;

• In cooperation with the CO MES & CUSA MES, identify appropriate training subjects and most efficient methodologies for delivering training to the project team and partners as necessary;

• When appropriate, design practical training modules that explain the role of M&E in the project cycle and the application of different methods of monitoring and evaluation;

• Act as a link between Partners for Learning and other projects M&E staff to encourage cross-learning and sharing of information/data and pursue areas of potential collaboration;



Job Responsibility #4 20% time

Program Reporting and Communication

• In collaboration with field coordinators, oversee timely reporting on monthly, quarterly, and bi-annual basis.

• Contribute to writing bi-annual donor reports.

• Prepare yearly GoH and CARE USA activity and beneficiary reports.

• Cooperate with the Communication Officer and Care Communication in contributing in the preparation of communication tools as relevant.

Emergency Preparedness & Response

• Evaluation and M&E Focal Point for Education and ERT as necessary

• Assist in roll out of rapid assessment methodology

• Participate in all relevant Emergency Preparation and Response meetings % of time

Qualifications Requises

Education/Training
Required
• Advanced Degree in a Social Science or other relevant discipline
• Fluency in English, French, and Creole and an ability to draft and edit documents, correspondences, briefings
Experience
Required
• Minimum 5 years of relevant experience with key focus area on applied research and monitoring and evaluation of programmes and activities. Experience must include integrating gender into all aspects of the M&E, knowledge management, and learning activities.
Desired
• Relevant work experience in Haiti
Technical Skills
Required
• Excellent computer skills and knowledge of SPSS or other data analysis software
• Experience in project formulation, use of log frames, and writing project documents
• Experience and know-how in equity-focused and gender responsive M&E
Desired
• Able to communicate effectively, verbally and in writing with staff at all levels of the organization and with a wide range of people
