Introduction
Chemonics International seeks short- and long-term experts to provide technical assistance to a three-year, $8.5 -10.5 million anticipated USAID-funded Integrated Financial Management System project in Haiti. The project is expected to provide continued assistance and support to the Government of Haiti’s Ministry of Economy and Finance in the development of a full and complete Integrated Financial Management System to enhance governance efforts and combat corruption.
Fonctions
Experts are sought in the following areas:
• Budget preparation, execution and monitoring.
• Government procurement and contracting.
• Government accounting and financial reporting.
• Tax administration, including auditing and collections.
• Customs administration, including customs clearance, inspection, and post-clearance audit.
• Treasury operations.
• Central bank operations and national accounts.
• Government cash management.
• Public Expenditure and Financial Accountability Assessments.
• Government recruiting and human resources management.
Qualifications Requises
• Master’s Degree in Public Finance, Financial Management, Public Administration, Political Science, Economics, or related field
• A minimum of 5-10 years experience working as a PFM Expert
• Experience developing PFM systems, including design, roll-out, forecasting and modeling, pilots
• Experience with setting up and monitoring decentralized PFM systems
• Experience with facilitating, mentoring and coaching public financial management
• Fluency in French and Haitian Creole; proficiency in English (both oral and written)
