Title: Accounting Manager
Reporting Unit/Supervisor: Country Director
Location: Port-au-Prince (limited international and local travel required)

Position Summary:
A key member of the in-country management team, the Accounting Manager is responsible for the management of the financial and human resources aspects of the Haiti office. The selected individual will provide grants management and oversight for multiple large-scale programs funded from bi- and multi-lateral donors. The incumbent owns the country’s budgeting process, provides leadership to the finance team and other staff in Haiti and leads the development and implementation of policies and procedures, including appropriate internal controls.

Responsibilities:
Specific responsibilities include:

Financial Management and Analysis
• Ensure reliability and accuracy of data entered by program controllers and accountants,
• Review all cash receipts/credits to ensure that revenue is recognized in accordance with corporate policies and that program budgets have been created in the financial system to track expenditure of the funds received,
• Review field bank reconciliations on a monthly basis to ensure all checks have been accounted for and review debits to bank accounts (statements) to ensure all cash disbursements have been accounted for,
• Ensure all proper internal controls procedures are implemented,
• Ensure the project is implemented with sound financial and administrative practices,
• Ensure that all processes and procurements adhere to corporate policy, legal and contractual obligations, and corporate and donor standards,
• Oversee program budgets and analyze country budgets to ensure spending rates are on target,
• Produce monthly financial reports for internal and external consumption (to include total grant amount, spend-to-date, spend this year, monthly spend, amount remaining, cash received, cash remaining/short and estimated months remaining),
• Reconcile field office due to/from account with headquarters due to/from account,
• Resolve any discrepancies and errors in a timely manner,
• Provide internal program control and audit functions,
• Review field time entry to ensure accuracy,
• Contribute to overall country strategy development process by providing financial information to ensure well-informed decisions are made.

Personnel and Contract Management
• Set up and maintain individual employee files for all contracted staff,
• Provide information regarding national staff management (attendance sheets, leaves requests, absence justification, etc…),
• Ensure the respect of HR policies and procedures,
• Ensure that the HR database is correctly updated on a regular basis,
• In collaboration with the Country Director and Program Managers, ensure staff receive training and support to perform job functions,
• Provide coaching, direction, and leadership support to local team members,
• Maintain a file of all correspondence related to the program, including the original contract and communication with the donor,
• Maintain a schedule of report due dates, audit requirements, and cash disbursement requests and notify relevant individuals (in advance of approaching relevant dates).

Coordination
• Provide overall coordination and quality monitoring of project finances,
• Work closely with the Country Director to ensure that program work plans and financial programs are in sync,
• Share spending analyses and trends with program management to help synchronize program and financial decision-making processes,
• Coordinate with headquarters and regional financial teams on country’s contribution to the overall organizational budget(s),
• Interface with regional and HQ staff,
• Ensure financial information is shared and flows transparently within the program teams and to other organizational levels, as appropriate,
• Work with program team to identify financial and HR needs,
• Liaise with donor representatives regarding financial oversight as needed.

Qualifications Requises

Required Skills & Experience:
• Bachelor’s degree in Accounting or Finance, Master degree is desired (CPA, CMA, CA certification a definite plus)
• Analytical, organization, and interpersonal skills
• PC computer skills in MS Word, Excel (strong Spreadsheet and modeling skills are a requisite), and PowerPoint required,
• Spreadsheet and modeling skills
• At least 6-10 years of related international finance management and leadership experience including internal controls, grant-accounting and financial analysis,
• Grant accounting and grant compliance experience with bi- and multi-lateral donors such as USAID, CIDA, World Bank, etc.
• Experience writing policies and procedures as well as process evaluation.
• Experience with complex accounting (ERP) software solutions,
• Excellent collaboration, verbal and written communication skills,
• Language skills: English and French required (Haitian Creole a plus)
