Procurement Specialist – Port au Prince, Haiti


Fonctions

The Procurement Specialist will be responsible for all procurement of civil works, goods and services of International Development Bank (IDB) school building project within Haiti. This is to be done in close cooperation with colleagues both in Haiti and in Helsinki, Finland and with FCA partners. The Procurement Specialist will report to the Finance and Administration Manager in Haiti.

Main duties and responsibilities:
The Procurement Specialist will have the overall and day to day responsibility for the
• Procurement of civil works, goods and services in accordance with International Development Bank rules and requirements and in accordance with relevant agreements covering the project.
• preparation of the overall procurement plan, procurement plans for different schools and tendering documents
• organizing and execution all bid openings and evaluation processes of the project in collaboration with the procurement committee.
• preparation of contracts for selected constructors
• Build relationships with external actors related to IDB project procurement function
• Undertake other duties as designated
The Procurement Specialist is responsible for all procurement functions of LACRO in relation to the IDB project and he /she shall ensure that all goods and services financed under the project are sourced within IDB procurement guidelines, rules and regulations.


Qualifications Requises

Competence and Personal Requirements:
• The Specialist shall have at least 7 years relevant experience in civil works, including responsibilities related to procurement
• Knowledge of procurement procedures of the IDB, World Bank, CDB or other recognized International Organizations would be an asset.
• The Specialist must have excellent computer skills.
• Fluency in English and in French is essential as well as an ability to speak Creole
• Ability to work with diverse individuals and groups on complex issues

• Are flexible and capable to work both in challenging circumstances and in a multicultural environment
• Have experience of working in the region and knowledge of key development issues in the region
• Are good at communicating and networking
The Specialist will work from an office at Petion Ville, Haiti. Field trips are expected to take place throughout the country for the project duration.


Conditions de travail


The Procurement Specialist shall be employed at the beginning of the project (at the earliest in December 2013), and the services are expected to be required for at least for one year. The position will be a local recruitment and the initial contract will be for the period of one year with potential extension. The salary is based on FCA collective agreement and salary policy.
