Chemonics International seeks a Senior Software Applications Specialist for an anticipated three-year, $8-10 million USAID-funded Integrated Financial Management System Project in Haiti. The project is expected to provide continued assistance and support to the Government of Haiti’s Ministry of Economy and Finance in the development of a full and complete Integrated Financial Management System to enhance governance efforts and combat corruption. • Working with and managing teams that develop information systems by studying operations.
• Designing, developing, and installing software and database solutions.
• Managing projects, supporting and developing software team.
• Overseeing the custom creation of web based software solutions.
• Working with other software developers to manage projects with web based software solutions.
• Developing software solutions by studying information needs; conferring with users; studying systems flow, data usage, and work processes; investigating problem areas; following the software development lifecycle
• Determining database structural requirements by analyzing client operations, applications, and programming; reviewing objectives with clients; evaluating current systems;
• Developing database solutions by designing proposed system; defining database physical structure and functional capabilities, security, back-up, and recovery specifications.
• Determining operational feasibility by evaluating analysis, problem definition, requirements, solution development, and proposed solutions.
• Documenting and demonstrating solutions by developing documentation, flowcharts, layouts, diagrams, charts, code comments and clear code.
• Preparing and installing solutions by determining and designing system specifications, standards, and programming.
• Improving operations by conducting systems analysis; recommending changes in policies and procedures.
• Updating job knowledge by studying state-of-the-art development tools, programming techniques, and computing equipment; participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
• Providing information by collecting, analyzing, and summarizing development and service issues.
• Supporting and developing software engineers by providing advice, coaching and educational opportunities.
• Working with and managing multiple vendors to provide guidance, support, and liaising between internal counterparts and stakeholders.

• Bachelor’s Degree in Information Technology, Engineering or a related field
• 7-10 years IT experience required
• General Programming Skills
• Experience with Oracle 10g, Oracle Forms 4.5, 8 and 10, IIS7, Apache, PHP, Delphi, Microsoft SQL Server, Microsoft .NET, Linux Redhat Enterprise 5, Java
• Excellent Project Management Skills
• Experience working with large, interconnected software systems, analyzing Information, and coaching
• Software design, documentation, testing, vendor management, software development fundamentals and process, software requirements and architecture
• Proficiency in English and French, Haitian Creole desired
