Chemonics International seeks a Senior IT Infrastructure and Security Specialist for a three-year, $8-10 million USAID-funded Integrated Financial Management System Project in Haiti. The project is expected to provide continued assistance and support to the Government of Haiti’s Ministry of Economy and Finance in the development of a full and complete Integrated Financial Management System to enhance governance efforts and combat corruption. • Accomplish financial objectives by determining service level required; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective action.
• Manage vendors and makes sure they adhere to international IT procurement standards.
• Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
• Contribute to team effort by accomplishing related results as needed

• Bachelor’s degree or higher in Information Technology, Engineering or a related field
• Minimum of 7-10 years of applied experience with demonstrated skills in IT Security and experience in the following subject areas:
o High level Networking LAN/WANs
o Network Security
o Network Hardware Configuration
o Network Protocols
o Networking Standards
o Cisco Firewalls and Routers
o VSAT
o Point to Point Microwave
o Telecoms and mobile technology
o Vendor Management
o Large Data Center Experience
o Power Infrastructure Management
o Communications Infrastructure management (Fiber and Mobile)
o Quality Management
o Management Proficiency
o Developing Budgets
o Promoting Process Improvement
o Operating Systems,
• Excellent communication capability; written, verbal
• Success in collaborating and organizing with partners, and clients across cultural boundaries
• Able to identify, address or escalate potential dependencies and issues
• Manage the effort within deferred and expense budget constraints
• Effectively manage ambiguity, change and conflict
• Ability to effectively prioritize in high pressure situations
• Strong project leadership and support skills
• Proficiency in English and French, Haitian Creole desired
