Purpose: The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians.
The ARC Haiti Assistance Program (HAP) has been established to direct the organization’s response to the 2010 earthquake in Haiti. HAP activities focus on integrated community recovery and preparedness interventions in Haiti working within the global Red Cross and Red Crescent network and also through external partners. The American Red Cross partners with non-governmental organizations (NGOs) to implement a range of activities that address needs and complement Red Cross/Red Crescent programming.
In response to the January 12 earthquake in Haiti, ARC is scaling up its support to the Haitian people in their post-earthquake recovery. ARC has developed an ‘Integrated Neighbourhood Reconstruction and Recovery Program - LAMIKA’ with the goal of enhancing community and household resiliency while providing safer, healthier and more secure living conditions in earthquake affected urban areas within the Carrefour-Feuilles neighbourhoods. Furthermore, ARC is expanding its integrated programs to the Northern part of Haiti through its ‘North Community Based Integrated Program – Gran Nò Pi Djamn’ with the aim of increasing community resilience, building stronger communities and reducing exposure to external shocks in the targeted communities.
The Environmental Manager, under the direct supervision of the Head of Technical Coordination and AM&EL Delegate will provide technical assistance to ARC and other partners on strategy to incorporate environmental sustainability into recovery and reconstruction programs and projects including housing, water and sanitation, health, livelihoods and disaster risk reduction sectors.
S/he will be responsible of environmental capacity building for ARC and its partners. S/he will also maintain extensive direct contact with the delegation and other humanitarian aid partners; regional and international partners, individuals and business corporations interested and/or involved with environmental and the humanitarian aid sector, academia, and other institutions.
Specific Responsibilities
1. Review ARC projects and proposals and conduct site visits to assess the environmental impacts of the project and recommend mitigation activities.
2. Recruit and provide oversight to consultants as needed and facilitate collaboration with local environmental NGO partners/implementers.
3. Collaborate with ARC environmental technical focal points and strategic partners to implement environmental trainings and activities
4. Manage environmental partnerships as necessary
5. Conduct information campaigns and communicate program goals on sustainable reconstruction to targeted organizations (non-government and government).
6. Conduct field visits with ARC and partners to assist in determining environmental impacts of projects and ways to minimize them and provide guidance for environmental initiatives on site.
7. Conduct Environmental Stewardship Reviews and/or Project Monitoring Checklists.
8. Design, develop and implement materials and trainings for environmental capacity building.
9. Work with key environmental stakeholders, including the local government or others to develop proper understanding. Also where appropriate advocate for improved environmental policies and participate in and organize in-country environmental and sectoral forums.
10. Maintain a working knowledge of in-country earthquake reconstruction actors and activities.
11. Implement environmental policies and practices for the delegation.
12. Encourage safe and environmentally responsible behaviors through an active field presence.
Qualifications Requises
Requested Qualifications:
• Bachelor degree or comparable experience in one or more of the following relevant fields: ecology, environmental impact assessment, international development and environmental management, training and capacity building
• At least 6 years of relevant experience on assessing environmental projects ‘components
• Field experience in environmental impact assessment of infrastructure and/or development projects.
• Research, writing, training and capacity building skills
• Knowledge on environmental assessment, monitoring, reporting, policy making, and planning and any other necessary environmental issues.
• Advanced interpersonal and cross-cultural sensitivity skills and understanding of biodiversity and natural resource management principles.
• Able to travel frequently at short notice and to conduct field visits, sometimes in areas with little to no infrastructure.
• Excellent command in Microsoft Office programs
• Sound report writing, interpersonal, facilitation, and communication skills.
• Ability to work to meet deadlines in multiple tasking environments
• Experience working for the Red Cross/Red Crescent or other international humanitarian organization, preferably in community development
• Ability to work effectively under pressure and to organize and prioritize competing activities.
• Strong English speaking and report writing skills.
• Experience conceiving and delivering trainings for staff and community members.
