Introduction

Chemonics International seeks an experienced Procurement Manager for a three-year, $8-10 million USAID-funded Integrated Financial Management System Project in Haiti. The project is expected to provide continued assistance and support to the Government of Haiti’s Ministry of Economy and Finance in the development of a full and complete Integrated Financial Management System to enhance governance efforts and combat corruption. Fonctions

• Manage and monitor strategic activities fund processes
• Establish and maintain a tracking system for preparing tenders, evaluating proposals, and monitoring contract performance, invoicing, and payment
• Participate in conducting institutional assessments and diagnostic analysis of potential subcontractors
• Closely liaise with and provide all necessary assistance to staff on issues related to the development, refinement, production, data management, and monitoring of an administrative system to track the activities and performance of recipients of strategic activities fund assistance
• Ensure full compliance with USAID regulations related to fair and open competition in the award of subcontracts and manage the issuance of solicitations for proposals for strategic activities fund activities
• Develop branding and marking plans and ensure environmental compliance with subcontractors
• Monitor compliance of all agreements governing the award of strategic activities fund funding and prepare reports to the chief of party and USAID


Qualifications Requises

• Bachelor's in relevant field, Master's degree preferred;
• Minimum 5 years of experience in project management;
• Experience with USAID or other donor-funded projects and USAID compliance highly preferred
• Experience building, tracking, and reviewing budgets
• Proven ability to work in team settings and maintain a positive attitude
• Computer literacy in word processing, spreadsheets, including preparation of graphs, tables and charts with Microsoft Word, Excel, and PowerPoint
• Demonstrated leadership, versatility, and integrity
• Excellent written and oral communications skills in English required
