Under the direction of the Chief of Party (COP) and Deputy Chief of Party (DCOP), and under the direct supervision of the Senior Advisor/Program Manager, the incumbent will support PROJUSTICE to conduct and supervise project activities in Target Jurisdictions (Port-au-Prince, Saint-Marc, Croix-des-Bouquets, Cap-Haïtien and Fort-Liberté). The activities to be carried out by the incumbent consist of the following:

 Assist the Senior Advisor/Program Manager in the implementation of project technical activities related to the criminal justice sector, particularly:

o Help oversee project activities to reduce prolonged pretrial and illegal detention in Target Jurisdictions (e.g., interview prisoners in pretrial detention; maintain a database of pending pretrial detention cases; prioritize cases for resolution; seek and obtain agreement from authorities to move pertinent cases to a final judicial decision which could include the release of identified prisoners who have been detained illegally or excessively, pre or post trial, in violation of Haitian law or applicable international human rights treaties);

o Help implement, monitor and report on the implementation of case management and court administration mechanisms and systems to increase the efficiency and work capacity of the courts and prosecutor’s offices in Target Jurisdictions;

o Closely collaborate with project supported legal assistance teams in Target Jurisdictions to ensure that qualified defendants and victims receive free legal assistance in an effort to help move their cases more effectively and efficiently towards a final judicial decision.

o Identify problems in the criminal justice sector on an ongoing basis and propose solutions to the Senior Advisor/Program Manager;

o Support judicial training activities as related to criminal justice topics.

 Assist the Senior Advisor/Program Manager in establishing and maintaining working relationships with participants and relevant local and international actors and organizations in Haiti’s criminal justice system and develop a thorough understanding of, and remain updated throughout the contract period on developments in these sectors in Haiti.

 Assist the Senior Advisor/Program Manager in providing leadership and motivation for technical staff, and working to create and maintain strong and positive relationships among the project components to improve the quality and effectiveness of project results and performance.

 Assist the Senior Advisor/Program Manager in completing reporting requirements and project deliverables, as required by COP/DCOP, in a timely and thorough manner.

 Prepare periodic success stories outlining the efforts undertaken by PROJUSTICE in Target Jurisdictions.

 Perform other related activities as requested by COP, DCOP, or Senior Advisor/Program Manager.

Qualifications/Required Skills
 Law degree.
 Seven to ten years of relevant work experience.
 Exceptionally organized and proven ability to keep multi-phased projects/activities on track and on-budget.
 Self-starter and independent, able to work with minimal supervision.
 Strong interpersonal skills and ability to work with culturally and geographically diverse staff.
 Good writing skills.
 Fluency in English, French, and Creole.
 Technology-literate – PC skills, MS Word, Excel, Internet.
 Position based in Port-au-Prince, with regular visits to Target Jurisdictions.
