Introduction

Chemonics International seeks an experienced chief of party for a three-year, $8-10 million USAID-funded Integrated Financial Management System Project in Haiti. The project is expected to provide continued assistance and support to the Government of Haiti’s Ministry of Economy and Finance in the development of a full and complete Integrated Financial Management System to enhance governance efforts and combat corruption.


Fonctions

We are looking for individuals who have a passion for making a difference in the lives of people around the world. Responsibilities include:

• Provide overall project leadership, management, and technical direction
• Serve as key liaison with USAID, government counterparts, and local partners
• Manage and supervise the work of project personnel and subcontractors
• Ensure that all project assistance is technically sound, appropriate and in compliance with US Government regulations
• Collaboratively create and implement a strategic, long-term programmatic vision
• Oversee project work planning, performance management, and strategic communications


Qualifications Requises

• A Master’s degree or higher in Public Administration, Finance, and Economics or other related field
• At least ten years of professional experience in policy and program development and/or academic research and teaching in the area of Governance, Public Financial Management, Local Government Reform, and Anti-corruption
• Past experience as a senior technical expert involved in the implementation and management of similar projects; USAID experience preferred
• Demonstrated experience interacting with government agencies, host-county governments and counterparts, and international donor agencies
• Strong interpersonal, writing, and oral presentation skills
• Familiarity with the political, social, and cultural context in Haiti a plus
• Demonstrated leadership, versatility, and integrity
• Fluency in English required
• Professional working proficiency in French required (Haitian Creole an asset but not required)
