Introduction
The Operations and Finance Manager will work under the supervision of the Program Director, Partners for Learning/Education and forms part of the program management team. He / she should have significant experience in managing program, financial, and administrative units for organizations with multiple operations and understanding of program/project management in general. Given the size of the project and the amount of operational and financial transactions (long-term and annual planning, recruitment, procurement, grants, accounting, etc.) that will be required under this project, the Operations & Finance Manager will oversee all operational and financial aspects of the program, including human resources, finance management, procurement, and logistics for the program to ensure compliance with donor regulations. The Operations & Finance Manager will also have programmatic responsibilities, including annual planning with program staff and reporting. He / she will work closely with the Project Officer/Financial Analyst to ensure fiscal and operational management of the project and with the respective technical coordinators to ensure effective program planning and implementation.

Job Responsibility #1
Finance, Procurement, and Operations Team Management
• Provide oversight of all financial and procurement operations for Partners for Learning/Education.
• Supervise work of Program Officer/Financial Analyst (POFA) and Administrative Assistant.
• Monitor program expenditures, monthly expenses, including budget for actual expenses and reporting on financial results and project cost to donors quarterly.
• Develop and ensure the monitoring of a Procurement Plan for the program.
• In collaboration with the Financial Officer / Project Analyst and Senior grants officer, train sub-grantees’ accountants on donor’s grant compliance requirements, bookkeeping and internal controls.
• Oversee compliance with CARE internal controls and accounting procedures. Ensure all financial and accounting reports are prepared and submitted in a timely manner.
• Work closely with the POFA in consolidation of operating budgets from sub-grantees and upload information on PAMODZI (CARE budget management software).
• Review of sub-grantee budgets, contracts and agreements before signing for approval.
• Review accruals and expenditures in the financial system and all financial record keeping on PAMODZI.
• Meet and communicate regularly with the senior financial analyst on the financial status of the funding and provide feedback to the Program Director.

Administration & Logistics
• Supervise the daily internal operations of Partners in Learning / Education.
• Liaise with the CARE Haiti program support and administrative departments to ensure all siginificant administrative issues are addressed and resolved and that all follow-up is performed as requested.
• Ensure compliance with Haitian laws, CARE and donor administrative and reporting requirements, as well as appropriate implementation of policies.
• Develop and implement administrative and human resources systems in consultation with CARE Haiti Human Resource department and Partners for Learning/Education senior management team.
• Oversee and monitor employee time tracking (PARs), ensure job description updates, compensation, and leave tracking, for Partners for Learning/Education staff.
• Work with program staff to determine current and projected recruitment needs and assist in hiring, training and supervising of local staff.
• Create and update job descriptions to accurately reflect responsibilities and processes within Partner for Learning / Education.
• Oversee efficient travel coordination, in collaboration with the POFA, to ensure effective use of resources.
• Ensure program operations are gender sensitive and equitable.

Program Quality and Learning
• Lead annual planning, in collaboration with Program Director and Technical Coordinators.
• Supervise and monitor annual planning using selected project management software (Microsoft Project or Gannter).
• Oversee timely and quality reporting from the field, from partners, and to the donors.
• Support communication and media activities, as needed.
• Support effective integration of accountability and gender into all programming.
• Contribute to CARE Haiti’s project to program shift activities, as needed. % of time

Emergency Preparation & Response
• Participate in all relevant Emergency Preparation and Response meetings.
• Assume Emergency Response Team role as needed during an emergency situation.
• Monitor projects deliverables and the changing humanitarian context in country to ensure effective, quality projects deliverables and early response/advocacy to any changes in context that affects the education sector. 5%

Qualifications Requises
Bachelor and Master’s Degree in International Development or a relevant field (or equivalent) • 8-10 years of relevant experience preferably with an international NGO or Government of Haiti (GOH) entity working with international donors.
• Management experience for organizations with international operations.
• Experience managing operations of large funded projects (e.g. $10 million or larger)
• Thorough knowledge of budgeting, budget oversight, generally accepted accounting principles and the practical application of financial systems.
Experience leading annual and strategic project planning.
Experience leading quality monitoring, learning and evaluation.
• Strong communication, both oral and written, strong interpersonal skills, and the ability to develop excellent relations with Haitian counterparts and donor officials.
• Sound understanding of development, education, and protection issues in Haiti.
• Ability to manage and be a part of teams (multi-cultural, multi-disciplinary and inter-agency).
• Ability to work under tight deadlines and manage multiple tasks simultaneously.
• Ability to travel and work within Haiti.
Proven experience in staff supervision, capacity building and coaching.
10+ years of related experience.
Previous CARE experience
Conditions de travail
The Operations & Finance Manager will be based in Port-au-Prince, which has all basic facilities. Adequate medical care is available for general health problems. The security situation continues to be relatively unstable. Certain security/safety rules have been established by the CO and must be followed. The Operations & Finance Manager will be expected to travel approximately 20% of the time in country with the possibility of international travel, as needed.
