Introduction
On the heels of the tragic earthquake of 2010, J/P HRO mobilized a rapid and effective response to save lives and to manage the Pétion-ville Camp, which swelled to nearly 60,000 displaced earthquake survivors. J/P HRO quickly expanded its services in step with the needs on the ground, working to revitalize local Haitian communities through focused programs including: camp and relocation management, medical clinics, education, community development and livelihoods and engineering, rubble removal and reconstruction. The Organization is looking for: One (1) Programs Director, based at Delmas.
Fonctions
Job summary:
The Programs Director oversees the management and development of the programmatic activities of J/P HRO, which are currently in the sectors of Camp Management, Education, Engineering & Construction and Healthcare. The Director is responsible of ensuring that programs are aligned with the mission and vision of the organization, that they reach their objectives and create the expected impacts under the allocated amount of resources. He / She coordinate the monitoring and evaluation component of J/P HRO which is in charge of assessing these results. The Director also participates in the proposal development activities to maintain and create additional funding opportunities for the organization. On a strategic level, the Director is in charge of the coherence of the different programmatic areas and the exploitation of synergies between them.
Responsibilities:
- Manage the overall direction of J/P HRO’s camp management, education, engineering and medical programs;
- Overview monitoring and evaluation activities and ensure proper program alignment to deliver results;
- Liaise and maintain high level relationships with key stakeholders to facilitate program execution;
- Orientate and support proposal development, provide strategic advice as needed;
- Direct the development of the internal systems and procedures with the program managers;
- Chair weekly coordination meetings with program managers;
- Coach program managers on appropriate program management techniques;
- Coordinate with the Director of Program Support to ensure proper allocation of financial, material, personnel and logistical resources to the different programs;
- Address the gaps in program management and implement corrective actions;
- Assess situations to determine the importance, urgency and risks, and make clear decisions which are timely and in the best interests of the organization;
- Establish and implement a performance management process for all program staff;
- In cooperation with the Program and Organizational Development (POD) department, develop a program evaluation framework to assess the strengths of the program and to identify areas for improvement;
- Work cooperatively and effectively with others to set goals, resolve problems, and make decisions that enhance organizational effectiveness;
- Establish and maintain positive working relationships with others, both internally and externally, to achieve the goals of the organization
Qualifications Requises
Qualifications and Experience:
- Graduate in Management or graduate in International Development Studies;
- At least (8) years of experience in program management including (5) in managing large multi-sectorial programs;
- Strong analytic and quantitative skills;
- Strong capacity of Leadership;
- Capacity to implement management systems and procedures;
- Significant experience in budgetary analysis;
- Experience in proposal writing for major development agencies such as CIDA, ECHO, USAID, World Bank (desirable);
- Experience working in early recovery contexts (desirable);
- Experience with implementing and leading emergency and development programs
- Recognized project management certification (desirable);
- Familiarity with the Haitian context (desirable);
- Fluency in French and English (required);
- Fluency in Creole (desirable)
