Introduction
The Finance Officer is responsible for providing support to all aspects of AVANSE administrative, logistical, finance and procurement operations and will work with members of those teams both individually and in general. This support will include both general as specific tasks as deemed necessary by the Senior Operations Manager (SOM). Under the supervision of the SOM the Operations Officer will undertake tasks that contribute to the overall efficiency of AVANSE operations while maintaining the integrity of both DAI and USAID policies and regulations. The Operations Officer will report to the SOM
Fonctions
The Project Finance Officer will be responsible for the following detailed tasks, but not limited to:
• Ensures compliance with established internal control procedures and donor regulations/local law by examining accounting documentation.
• Work with the Finance staff to complete accounting documentation prior to scanning to electronic files.
• Send to Home Office every month, the scanned copies of the accounting documentation.
• Review all AVANSE personnel files by using the established file checklist and ensures their completeness and provide support in cases of missing documentation in order to complete files.
• Under the direction of the Senior Operations Manager, undertake internal review of selected procurements to ensure compliance and transparency and report the missing documentation and track them until they are completed.
• Review project vehicle logs for completeness and work with the dispatcher and office manager to prepare monthly mileage and fuel consumption reports.
• Provide support to cash for work activities in AVANSE and ensure integrity of disbursements and reconciliations.
• Review the monthly phone invoice and identify personal phone calls and ask for their payment/reimbursement to the project.
• Maintain, with the Administrative Officer, accurate records of project phone lists of locations and users.
• Monitor Petty Cash Accounts reports, make spot cash counts and reconciles petty cash balances with accounting system.
• Prepares monthly bank/cash reconciliations for all accounts.
• Makes recommendations to Senior Operations Manager for improvements in processes, systems and forms.
• Carry out any other relevant duties requested by the Senior Operations Manager.
Qualifications Requises
Qualifications:
• University degree in accounting required.
• Four years of progressively responsible finance work experience..
• Experience with USAID-or donor-funded projects preferred.
• Strong written and verbal communication skills
• Ability to multitask and manage competing priorities.
• High integrity and transparency in work products.
• Ability to maintain confidentiality in dealing with accounting, personnel and procurement files.
• Strong working knowledge of Microsoft Office software applications
• French and Haitian Creole proficiency required; English proficiency preferred.
Conditions particulières
The Project Finance Officer will report to the Senior Operations Manager.
