Introduction

The Monitoring and Evaluation Advisor works closely with the Baltimore-based JHU∙CCP Research Director to develop and implement the project’s Performance, Monitoring and Evaluation Plan, as well as the individual qualitative and quantitative research initiatives that are components of that Plan. She/he is responsible for ensuring accurate data collection and timely reporting of results and indicators as specified by the Performance, Monitoring and Evaluation Plan.


Fonctions

Formative Research
• Conduct a secondary analysis of the 2012 Haiti Demographic and Health Survey (DHS) to identify the groups most-at-risk for HIV infection, the behaviors that place them at risk and the antecedents of those behaviors. Review other recent and relevant datasets for information needed to segment audience groups and tailor messages effectively.
• Lead the design and implementation of theory-informed qualitative participatory and ethnographic research employing state-of-the-art and innovative methods, including peer ethnographic evaluation and research (PEER), projective techniques, storytelling and body mapping.
• Collect data needed to compute vulnerability and the supportive community score in selected communities, in preparation for community-level implementation of the Go Girls! Toolkit.

Ongoing Monitoring

Oversee the collection and analysis of process data to monitor project implementation and accomplishments at the socio-political (enabling environment), service delivery, community and individual levels.

Impact Evaluation

Lead the design and implementation of impact evaluation that reflects the ecological and multi-level nature of the project, examining impact at socio-political, service delivery, community and individual levels.

Preparation of technical reports
• Compile and verify data that feeds into the periodic reports to USAID and other technical reports as needed.
• Contribute to ensuring that EVIH-T develops reports that are of sound quality for USAID and other key stakeholders.
• Devise mechanisms to ensure that the most accurate and timely data are available to guide program strategies and implementation in the field.



Dissemination
• Actively seek to use research results from existing and ongoing studies to prepare publications, presentations in national and international conferences and seminars.
• Prepare fact sheets, slides and other simplified information for partners and communities.
• Share findings with the HIV community in Haiti by hosting workshops, preparing research briefs and reaching out to the media.


Qualifications Requises

Profile:
• Hold a MPH or Msc in Health Administration
• 5 years of experience in Monitoring and Evaluation of HIV/AIDS program
• Experience in qualitative and quantitative research
• Language ability : Fluency in speaking and writing English, French and Haitian Creole


Conditions particulières

Other Responsibilities
• Undertake tasks as requested by the Program Director and/or the JHU∙CCP Research Director in Baltimore.
• Travel as necessary within country to ensure fulfillment of EVIH-T M&E activities.
