Introduction

Catholic Medical Mission Board, Inc., (CMMB), the leading faith-based global healthcare NGO, is expanding operations in Haiti to support new program opportunities. The organization has been involved with healthcare in Haiti for more than 100 years. With offices in New York, Washington, D.C and field offices around the world CMMB is poised to add additional talented professionals to the existing staff.
As part of its health strengthening activities, Catholic Medical Mission Board (CMMB) is implementing a hospital construction project. The field site engineer shall be responsible for the overall construction supervision and monitoring of the hospital, ensuring that the targeted outputs and results of the project are achieved in a timely manner, align with the budget and in accordance with the Terms of Reference (TOR) of the contract signed with the contractor and CMMB policies and procedures. The job holder will have to monitor on a regular basis the quality of the construction work and report any discrepancies to the Project Manager. The job holder will have also engaged in social mobilization when and where it is necessary.


Fonctions

Position Description
Key Roles and Responsibilities:
1. Directly supervise the work of the selected construction company and ensure that the project is implemented as per the contract. This includes:
a. Ensuring that agreed technical references are respected and applied in the construction work
b. Ensuring that the construction is moving as per agreed timeline in order to avoid any delays and budget over-runs
c. Ensuring that designs are respected and the MSPP regulations are applied
d. Ensuring the quality of materials being used on site are to the standards specified
e. Ensuring that site safety standards are being adhered to
f. Ensuring the project is implemented as per TORs
2. Provide daily progress reports to the Project Manager and other required staff
3. Provide information for quarterly report to the Project Manager.
4. Maintain good relationships with the community, the municipality where the project is implemented.
5. Organize community mobilization meetings where and when necessary in order to ensure community ownership of the project and also to solve proactively any concerns raised by the community.
7. Manage community mobilization activities of the construction project in the commune including beneficiary vulnerability survey and analysis, community meetings, in-kind and unskilled labor contribution.
8. Coordinate and work closely with implementing contractors’ employees


Qualifications Requises

• A minimum of 4 years of experience in the construction industry achieved either in the private sector or humanitarian contexts.
• Proven experience in supervising and monitoring construction projects,
• Knowledge of MSPP and DOS (Direction d`Organisation des Services De Sante) building codes and design standards
• Good experience in social mobilization

Skills
• Civil or Construction Engineering
• Strong coordination and interpersonal communication skills
• Problem solving oriented
• Fluent in French, English and Creole
• Excellent professional writing, presentation and communication skills
• Computer skills - be able to work with Word, Excel, Ms Project. AutoCAD knowledge would be a plus.
