Job Purpose:
The purpose of the job is to lead and coordinate the Implementation of the project “Improving Livelihood and Sanitation of Croix-des-Bouquets district. The project aims to support the municipality of Croix-des-Bouquets to improve the sanitation environment of the district. The job holder will be responsible for the overall coordination of the WASH component of the project and to ensure that the targeted outputs and results are achieved in a timely manner and in accordance with Islamic Relief policies and procedures

Main responsibilities
Technical
Produce a bill of quantities for the materials needed to rehabilitate the water components within the market. Supervise, coordinate and evaluate the consultants in carrying out the rehabilitation work to ensure that the work is of an acceptable standard and meets the objectives of the project. Develop result oriented Work plans according to the WASH Project Plans

Oversee the tasks and activities that may include:
• Construction or rehabilitation of water networks – wells.
• Implementation of latrines or other sanitation facilities.
• Hygiene promotion and education.
• Cholera prevention campaigns and Water treatment.




Administrative
• Develop and ensure the use of appropriate techniques and materials for hygiene promotion and training. Manage the WASH team human resources and provide technical support, training and capacity building.
• Track the progress of activities, ensure the collecting of program indicators and provide on-time internal status reports and external donor reports.
• Identify and monitor risks, constraints or escalating issues, and inform the Program Manager accordingly.
• Ensure that all data and information is updated, well organized and easily accessible.
• Develop appropriate targeting criteria and mechanisms to ensure the needs of identified vulnerable groups are met.
• Any other task assigned by the supervisor.

Qualifications, Experience and Skills:
• University degree in Civil or Water Engineering, Public Health or equivalent relevant experience Minimum 2 years of experience in technical field related to WASH. Have a good working knowledge of the English language. Proven experience in technical surveying, project designing, implementation.
• Excellent interpersonal, organizational, project planning, communication and time management skills. Experience in community based participatory development approaches strongly desired.
• Experience in community mobilization (or community based approach) and hygiene promotion programs.
• The post holder will be analytical, quick thinking and flexible.
• Creativity and the ability to develop innovative approaches in the WASH sector.
• Experience in carrying out assessments and surveys for program.
• Ability to work in a dynamic team with diverse professional skills.
• An understanding of security issues. Have good report writing skills. Possess good supervisory and people management skills.
