Purpose :
Following the January 12 earthquake in Haiti, the American Red Cross (ARC) is scaling up livelihood activities for building stronger and more resilient communities in Haiti with an integrated programing approach. ARC has developed an ‘Integrated Neighbourhood Reconstruction and Recovery Program-LAMIKA’ with the goal of enhancing community and household resiliency while providing safer, healthier and more secure living conditions in earthquake affected urban areas within the Carrefour-Feuilles neighbourhoods. Further, ARC is expanding its integrated programs to the Northern part of Haiti through its ‘North Community Based Integrated Program – Gran No Pi Djamn’ with the aim of increasing community resilience, building stronger communities and reducing exposure to external shocks in the targeted communities. Finally, ARC is implementing PREVSIDA, an HIV program operational countrywide with a livelihoods component, which focuses on improving income levels and providing financial opportunities for HIV at risk populations. Through these programs and activities, ARC works closely with the Haitian Red Cross (HRC) and other relevant stakeholders to provide more services to vulnerable communities and improve their safety and living conditions.
Fonctions
The core function of the Senior National Technical Expert – Livelihoods is to provide overall technical oversight to the implementation of livelihood activities under LAMIKA, NCBIP, PREVSIDA and other programs with components of livelihoods in an effective and efficient manner under the direct supervision of the Head of Technical Coordination and AMEL. S/he has to provide high quality technical support as well as strengthen capacity building of livelihood teams working under LAMIKA, NCBIP, PREVSIDA and any other projects implemented by ARC, HRC or participating partners.
Specific duties and accountabilities:
The Senior National Technical Expert – Livelihoods responsibilities will include but are not limited to:
• Support effective implementation of livelihood activities in ARC programs in a timely fashion according to agreed technical guidelines, approved plans and budgets, regulations and policies under the supervision of Head of Technical Coordination and AMEL;
• Provide high quality technical support to field livelihoods team working under LAMIKA, NCBIP, PREVSIDA and any other projects in designing and implementing key livelihood interventions to include but not limited to: business management training, market and value chain assessments, food security interventions, microfinance models and income generation activities;
• Conduct livelihoods capacity building activities for field staff of LAMIKA, NCIBP, PREVSIDA and any other projects with livelihoods components, which includes design and lead of trainings, mentoring project staff and monitoring capacity improvements;
• Support Program Managers (LAMIKA, NCBIP, PREVSIDA) in following up work plans linked to livelihood activities coming under their respective programs;
• Carry out regular field monitoring and supervision activities in order to ensure quality, coherence and effectiveness of livelihood activities implemented under LAMIKA, NCIBP, PREVSIDA and any other projects with livelihood components;
• Collaborate closely with other national project managers and sectors, such as Health, Water and Sanitation, DRR, environment and housing/construction to ensure integrated programming approaches at the field level;
• Work closely with HRC and other partner organizations to increase their capacity in livelihoods program management such as supporting HRC to improve their capacity in food security and livelihoods through the PREVSIDA and NCBIP Programs and support the program partners to identify and plan for appropriate technical trainings in livelihoods, food security and business management;
• Promote good practices, knowledge management and institutional learning around rural and urban livelihood approaches, tools and methodologies;
• Strengthen functional working relationship with national and local key livelihood agencies and represent ARC in the different livelihood and food security coordination mechanisms (forum, working groups, etc.);
• Coordinate with ARC regional and NHQ based technical staff on livelihoods technical knowledge sharing and institutional learning;
• Work with Technical Advisers’ and Program Managers’ to ensure that livelihood field programs are delivered in line with best practices in the sector;
• Ensure mainstreaming of all sectors/cross-cutting themes into ARC’s livelihood programs, including gender, HIV etc.
Qualifications Requises
Qualifications, Skills and Experience :
• Technical qualification in Livelihoods/Economic Development/Entrepreneurship/Business Management or Microfinance
• Masters in Economics/Business Management or related discipline. Short course trainings in vocational training, food security, urban development, participatory approaches, community based microfinance models
• A minimum of 9 years of relevant experience in community based programs focusing on food security and livelihood issues in urban and rural settings, with at least 5 of those working years being with international organizations in livelihoods project implementation in Haiti or abroad
• Proven managerial experience through prior work in community based programs and strong leadership skills, teamwork and relationship building
• Experienced in designing, implementing and monitoring of livelihood activities, but also in prioritizing and meeting deadlines
• Solid human resource management skills with ability to rapidly build a strong multi-technical team
• Good knowledge of participatory assessment tools, statistical packages, the Household Livelihood Security Framework and a good understanding of development issues
• Good knowledge of the Haitian government institutions, local and municipal governance systems
• Experience of working for the Red Cross/Red Crescent or other international humanitarian Organizations
• Willing and able to travel whenever required for work purposes
• Proficient in Creole, French and English
