Introduction

Pursuant to Tetra DPK (Tt DPK)’s contract with USAID and under the direction of the Chief of Party (COP) and Deputy Chief of Party (DCOP), the Operations &Technical Liaison Officer will provide administrative services in order to ensure effective and efficient operations of PROJUSTICE’s technical activities. A high level of organization is key to effective functioning in this position. Also key is an understanding of USAID and Tt DPK financial, recordkeeping and reporting regulations. All work will be conducted in a service-oriented spirit and in interaction with technical staff.


Fonctions

Duties and Responsibilities

 Manage project technical documentation according to Tt DPK filing system (both hard and soft copies).

 Assist Technical Staff with logistics for seminars, workshops, and other technical activities (request offers, rental equipment, and interpreters; copy, assemble and distribute packets for meetings; etc).

 Assist Technical Staff with local travel arrangements, accommodation, and per diem requests.

 Work with the Operations Team to support Technical Activities, and in particular:

o Work with the Procurement and Logistics Manager to maintain proper documentation of disbursement and purchase requests, and make sure that the items purchased are delivered.
o Work with the Finance Manager to make the follow up on all disbursement for Technical Activities.
o In coordination with the Human Resources (HR) and Office Manager, assist with tracking Technical Staff’s timesheets.

 Assist the Operations Team to obtain COP and/or DCOP approval for all Finance, Procurement and Logistics, HR & Office files in compliance with USAID and Tt DPK requirements.

 This job description will be amended with some specific roles and responsibilities by the COP/DCOP as needed.


Qualifications Requises

Qualifications/Required Skills

 Bachelor’s degree preferred.
 At least 2 years of progressively managerial experience in administration or programmatic needs.
 Experience in project administration tasks, including filing.
 Experience in the public sector / projects funded by international donors. Experience working for USAID projects is highly preferred.
 Knowledge in Finance, Procurement, Administration and Program Implementation.
 Attention to detail, and adherence to deadlines.
 Exceptionally organized and ability to work under pressure.
 Strong interpersonal skills and ability to work with culturally and geographically diverse staff.
 Fully technology-literate (PC skills, Word, Excel, PowerPoint, Internet).
 Fluency in English, French, and Creole.
