Introduction

CRS is strongly committed to strengthening its ability to capture and communicate its effectiveness, in order to learn what does and does not work in an effort to overcome poverty and suffering and to strengthen its accountability to a wide range of stakeholders. Monitoring, evaluation, accountability and learning (MEAL) forms a critical role in program management and is a core competency for the organization worldwide. CRS’ overall vision for M&E at CRS is for its staff to have the best access possible to the agency’s institutional knowledge, reflected in their decision making; CRS staff can provide robust and verifiable answers to questions about what the agency is doing, and the outcomes and impact of its operations.
The main function of the Learning and Knowledge Manager will be to help champion organization-wide learning and knowledge sharing, so that the Country Program’s know-how, information and experience is shared inside and (as appropriate) outside the organization with other CRS constituents, clients, partners and stakeholders. This will feed into operations research and other learning efforts, for programs and projects being implemented across the country, region and globally.

In collaboration with program managers, the Accountability Unit and other MEAL staff, the Learning and Knowledge Manager will ensure that information collected is reflected upon, used for continuous improvement of ongoing programs, and is incorporated into consistently high quality reports. He/she will also be responsible for the production of best practices, lessons learned, success stories and other documentation.

SPECIFIC RESPONSIBILITIES
As a senior member of the MEAL team, the Learning and Knowledge Manager is responsible for the following:

Learning:
• Develop a sound, integrated and standardized Learning system for the Country Program, with an emphasis on knowledge and learning, following CRS LACRO MEAL strategy
• Once a year, undertake an assessment to take stock and document lessons learned in all areas of organization’s life
• Organize annual learning events to share best practices between departments once every two years
• Work with Program team to document lessons learned and good practices to share with the broader organization via the Communications team
• Support After Action Reviews, workshops and reflection sessions organized by CRS M&E team
• Review and revise reports to ensure sufficient attention is paid to lessons learned and impact; data are clear, accurate, and consistent; and donor reporting requirements and formats are respected

Knowledge Management:
• Promote knowledge sharing through the organization's operational business processes and systems by, among others, strengthening links between knowledge sharing and the information systems, and improving integration among information systems in the organization, to facilitate seamless exchange of information across systems
• Share experiences across communities of practice, business units, and networks on innovative approaches in knowledge sharing, including preparation of case studies
• Help monitor and evaluate the knowledge sharing program, including external benchmarking and evaluation programs/opportunities
• Develop data collection instruments as necessary and provide training to program staff and partners on capturing knowledge
• In collaboration with the MEAL Country Coordinator and Heads of Programming, support thematic managers in the promotion of internal mechanisms enhancing knowledge generation and cross-learning

Business Development and Communications:
• Work with Business Development Specialist on proposals to emphasize learning and knowledge management, providing all necessary accurate, up-to-date information, as necessary
• Participate in internal and external learning and knowledge meetings and trainings with Program staff and stakeholders, as necessary
• Lead the production of at communications/visibility products – at least 8 case studies, 10 success stories and 8 1-pager briefs per year
• Promote the replication of documented best practices among partner organizations in Haiti and internationally
• Support the dissemination of information about the organization's knowledge sharing program to internal and external audiences, including organizing knowledge sharing events (such as knowledge fairs, site visits, interviews), maintaining communications on knowledge sharing across the organization, participation in orientation and training sessions, and preparation of brochures/presentations

Information Technology:
• Work with ICT4D unit to establish and maintain an enabling systematic and efficient data collection flow, including sharing of best practices and lessons learned
• Facilitate the inclusion of evaluation reports and documented best practices in the global CRS intranet for internal reference
• Apply and promote the use of multi-media for documentation purposes including photo stories, videos, audio, testimonials, case studies, systematizations, live event reporting/blogging, etc.
• Apply and promote the use of participatory documentation techniques that involve project participants and staff in the process

Mentoring/training:
• In collaboration with the Accountability Unit, provide support for the establishment and nurturing of communities of practice, including workshops, one-on-one guidance, and troubleshooting
• Conduct periodic reviews of staff performance in keeping with CRS' performance management system and coach/mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork
• With the MEAL Country Coordinator and Project Managers, assess local partner knowledge capture and learning capacity, and develop and implement plans to increase their knowledge capturing and learning capacity in line with gaps
• Collaborate with Human Resources department to introduce KM into new hire orientation program and materials; ensure the inclusion of a Learning Plan into the annual performance appraisal process ; develop learning opportunities across the organization (job shadowing, informal learning opportunities); ensure new employees understand the importance of KM in their new role
• Serve as a resource to train and mentor Country Program staff both in Port-au-Prince and Les Cayes, as necessary

Accountability:
• Contribute to a robust accountability systems to ensure activities respond to learning and knowledge and that the results obtained are in line with the pre-established indicators and targets
• Work with the Accountability Unit to ensure the maintenance and regular updating of a centralized project file system/database for institutional knowledge

Qualifications Requises

• College degree or equivalent
• Diploma or equivalent related to development or communications studies
• Minimum 3 years’ experience in relevant field
• Excellent verbal and written capacity in French, Creole and English
• Self-motivated with the ability to manage work load and meet deadlines
• Excellent communication (written and oral) and public relations skills
• Good writer with the ability to capture information and think conceptually and strategically
• Communicating with impact with various stakeholders
• Good organizational, research, negotiation and analytical capabilities
• Ability to identify, obtain and analyze information from a variety of sources
• Adaptation skills: ability to collaboratively work well in a multicultural environment
