Objective
The Grant Accountant will facilitate the Program Unit (PU) and Country Office (CO) Finance Department in enabling efficient accounting and finance operations throughout Plan Haiti in accordance with Plan rules and regulations.


Fonctions

• Regular fund requests for Country Office (CO)
• Monthly Country Office (CO) expenditure analysis (grants and sponsorship)
• Regular cash forecasts
• Annual CO budget & closing process
• Regular Partner visits for financial support
• Prepare and submit to the Country Finance Manager required grants financial reports in accordance with the NO/donor reporting requirements set in the signed GAD
• Monitor grants expenditures vs. budget. Generate monthly, quarterly, yearly and ad-hoc grants financial reports as required.
• Review Grants Tracking System (GTS) to ensure integrity, accuracy and control of data
• Participate in the preparation of Country’s annual budget and Year-end report
• Support in all accounting transactions and processes and ensure these are in line with Plan policies and procedures to ensure transparency and value for money.
• Verify disbursement of all payments to partner organizations, consultants, suppliers, and communities and ensure that they conform to Plan policies, guidelines and local law.
• Bank reconciliations are prepared regularly on a monthly basis.
• Ensure completion in all respects of the documentation being sent to CO (vouchers, reports, accruals, payables etc).
• Prepare various financial reports (partner, contractors, consultants etc) reports on a monthly basis
• Conduct due diligence assessment and financial review current and proposed partners as and when needed.
• Ensure follow-up and action on recommendations of finance audit reports.
• Provide technical support to Plan staff, partners and communities regarding Plan Haiti financial procedures
• Post and review transaction entered into GL. Prepare month end procedures and monthly end checklist. Review monthly Trial balance.
• Prepare Accrual and Prepayment schedules for GL posting and track outstanding commitments.


Qualifications Requises

• University Degree (Bachelor of Commerce or equivalent).
• At least 3 years of relevant experience in accounts and finance is required, preferably in a development organization.
• Proven ability and willingness to learn financial management etc
• Good understanding of book-keeping
• Speaks, and writes French, English a plus
• Demonstrated proficiency in computer skills with special attention to Excel.
• Sound knowledge, understanding, and practical application of financial tools toward facilitating the finance department.
• Good interpersonal skills and ability to establish and sustain partnerships and good working relations
• Excellent organizational skills.
• Ability to apply good judgment in the resolution of account related problems
• Capacity to produce financial information/budgets and good quality documents and deliver projects to agreed parameters.
• Timely follow up on reports and recommendations, particularly audits and evaluations.
• Conscientious and efficient in meeting commitments and deadlines in achieving results
• Ability to plan and organize work by identifying priority activities and adjusting priorities as required
• Ability to apply good judgment in the resolution of account related problems
• Commitment to continuous learning and willingness to keep abreast of new developments in accounts and finance.
• Ability to work independently and demonstrate flexibility within a team.
• Demonstrate value for money in all decisions and practices.
