PURPOSE
ACDI/VOCA is currently seeking Cash for Work Manager for the USAID funded Emergency Food Security Program (EFSP) for a period from October, 2013 through January 31, 2014. This position is based in Jacmel, Haiti with regular local travel in support of monitoring and supervising of cash for work activities in Bainet, La Vallee, Cote de Fer and Belle Anse communes in the Southeast Department. As Cash for Work Manager, his/her responsibilities will be to assume responsibility for all financial, compliance, human resources, and administrative aspects and provide operational oversight of cash for work activities. The CFW Manager will assist the Chief of Party with overseeing and managing the EFSP program in Haiti. Under the supervision of the Chief of Party, the CFW Manager will support all aspects of the cash for work program.
The Emergency Food Security Program is an emergency response to the 2013 drought-effects in the communes of Côtes de Fer, Bainet, La Vallée, and Belle Anse. The period of implementation is October 2013 to January 31, 2014 in order to respond to the emergency to date. Cash For Work activities will be implemented in four communes of the Southeast Department: Côtes de Fer, Bainet, La Vallée, and Belle Anse. The program will target able-bodied persons, ensuring that at least 40 percent of persons selected are women. The Cash For Work activities will serve to provide immediate cash and act as an income safety net for the worst drought-affected rural households. The Cash For Work activities will strengthen food purchasing power for targeted emergency-affected households at risk of experiencing acute hunger due to loss of income or crops. Cash For Work activities will be identified and prioritized with strong participation by local authorities, community groups, and leaders. ACDI/VOCA Cash For Work activities will be implemented only on public lands.

Fonctions
ESSENTIAL RESPONSIBILITIES AND DUTIES
Responsibilities:
A. General
1. This position reports to the Chief of Party (COP).
2. The Cash For Work Manager is responsible for the overall management and implementation of the Cash For Work program and its operations in the field. The Cash For Work Manager will provide leadership, guidance and support to the areas and aspects of the Cash For Work program, including, but not limited to, supervision of Cash For Work activities, monitoring worksites, and liaising with local authorities. The Cash For Work Manager will work closely with the Chief of Party and the office staff in Jacmel and Port-au-Prince throughout the implementation of Cash For Work activities in the Southeast Department of Haiti. The Cash For Work Manager will supervise, Engineers and Area Monitors.
3. The Cash for Work Manager must ensure that he/she implements cash for work activities within approved procurement plans, project documents, and budgets.
B. Specific Duties
1. Assume full responsibility for the success of the Cash For Work program including reaching 13,300 direct beneficiaries during the life of the project.
2. Provide guidance for all components of the Cash For Work program. Provide technical support to all work-related activities.
3. Provide a work environment that is non-discriminatory and promote an open dialogue on gender issues in order to better meet the goals and objectives of the Cash For Work program including the targeting of 40% of women as direct beneficiaries during the life of the project.
4. Coordinate communication with EFSP staff, stakeholders, and partners involved in the implementation of the project, including preparation of monthly status updates of all cash for work activities and monthly and quarterly reports for the donor.
5. Oversee budgets and procurements to ensure that all expenditures are in compliance with the policies and regulations of ACDI / VOCA and the donor, and that they remain within the approved budget and schedule established for the program.
6. Ensure that all Cash For Work program activities are designed and implemented in compliance with the standards and procedures of USAID’s environmental policy in Haiti, USAID EFSP regulations, and ACDI / VOCA’s guidelines and procedures. Ensure that all staff are aware of the regulations and procedures and follow these regulations and procedures during the implementation and monitoring of activities.
7. Support procurement for the Cash For Work program by identifying and preparing sites and materials necessary for the successful implementation of the program and within approved budget.
8. Inform the Chief of Party of technical and administrative aspects of the project and all issues related to community relations.
9. Prepare in English quality donor required reports per required templates, gift-in-kind grant agreements, contracts and other documents related to the program. Track activities to ensure that outputs are achieved and are in full compliance with donor regulations.
10. Cultivate and maintain relationships with Haitian government agencies, local authorities, and targeted communes. Develop and maintain good relations with all organizations that can contribute to the execution of the program.
11. Perform other duties as required to support ACDI / VOCA in Haiti, to maximize productivity, and to ensure the successful implementation of the Cash For Work Program.
12. Any other duties assigned by the Chief of Party.
Qualifications Requises
The person appointed to the position of Cash For Work Manager shall have or meet the following certificates, knowledge, skills, and abilities requirements:
• Minimum of 10 years overseas experience in the international development field is required
• Bachelor's degree in a relevant field (e.g., agricultural engineering, management and regional planning, business management or other related field) is reliable.
• Previous experience managing a large Cash For Work Watershed project. Work experience in the evaluation of emergency programs in Haiti is required.
• Demonstrated proficiency in the field of people and project management
• Prior experience with USAID projects, procedures, policies, and reporting requirements is required; prior experience with Title II projects is highly preferred
• Effective record of building relationships with governmental organizations as well as private and community organizations is required
• Established track record of achieving results within difficult working environments is required
• Fluency in French, and Creole and excellent command of English
