Introduction
Position Summary: Under the supervision of the Director of Finance and Administration, the Operations Manager is a senior manager responsible for the oversight of all operational functions of PADF’s offices in Haiti. The incumbent is directly accountable for ensuring that all administration, procurement, logistics, IT, security, and other support functions and systems of PADF’s office in Haiti are compliant with PADF’s policies and procedures, as well as with all donor requirements and standards (including the U.S. Government, the World Bank, the Inter-American Development Bank and the Government of Haiti).
The incumbent will also work as needed with relevant staff at PADF Headquarters on compliance issues and will ensure effective collaboration with the Haiti and field offices.

Qualifications
• Relevant Academic Background ( Preferred: Bachelor’s degree in Business Administration);
• At least five years of experience in Operation management with an international Organization or INGO with sound experience in Logistics, Communication and Procurement;
• Excellent written skills in French and Creole (with English preferred); Ability to communicate properly in English;
• Extensive experience working and managing complex logistics in challenging political and physical environments, specific work experience in Haiti required;
• Experience with security issues and implementation of security plans.

• Supervises all PADF staff in Haiti related to Administration, Operations, Procurement, and Logistics.

Responsibilities:
1. General: Primarily responsible for the sound development, implementation, maintenance and coordination of all systems, structures, policies, procedures, rules and regulations within Administration, Logistics, IT, Security, and other support functions at PADF Haiti , including the field project offices;
2. Services: Ensures that appropriate, efficient and effective operational services are provided in order to facilitate the successful and timely implementation of all PADF programs, projects, initiatives and activities in Haiti. Responsible for systematizing and streamlining organizational procedures to that end;
3. Administration: Ensures that all administrative duties in support of the projects are performed in a timely manner.
4. Procurement and Sub Awards: Oversees all acquisitions and procurement of materials and equipment and ensures full compliance with PADF’s policies and procedures and donor requirements. Responsible for overseeing and monitoring all PADF-Haiti purchases;
5. Facilities: Oversees and directs the management of all facilities owned or rented by PADF in Haiti, including rent, utilities, space, communications, security, information technology, motor pool, domestic and international travel, and all other functions needed to support PADF’s program in Haiti;
6. Security: Responsible for the development and implementation of regular and continuous update of security procedures, ensures their compliance, develops map security incidents, analyses risks and security development, and in close collaboration with other relevant management staff, takes appropriate measures for the safe and secure operation and management of PADF’s program in Haiti, and the safety of its personnel. Maintains PADF Management informed of issues, situations and conditions affecting the safety or security of PADF’s personnel, assets and program in Haiti, and of mitigation measures proposed or taken; Supervise and train all field security guards and officers. Provide regular training to all field staff .Coordinate and monitor security activities to ensure that safety and security policies and procedures are being implemented. Act as key member of the crisis management team;
7. Operations and Logistics: Ensures a smooth and efficient running of PADF’s logistical support activities, such as office space materials and equipment, car pools and dispatching, storage, clearance from customs, transportation and distribution of goods, obtaining of permits, etc. Oversees the efficiency of support services to personnel on temporary duties, consultants and personnel;
8. International Visitors: Ensure that the logistics needs of international visitors are met including pickup from the airport, local transportation, translation, and lodging;
9. Performs other duties as assigned by the Director of Finance and Administration and/or the Country Director.
