Introduction
Concern Worldwide is an Irish-based non-governmental, international, humanitarian organisation dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. The purpose of this position is to provide extra reassurance to management that the internal controls and procedures of Concern Haiti are being implemented as per Concern policy.
Fonctions
1. Review all the finance files on monthly basis (including those from sub offices) and carry out 70-80% testing on all transactions to the backup documentation.
2. Where documentation is missing or incomplete work with the Country Financial Controller and ACD Systems to:
a. Find out why the documents are missing
b. Work with the teams to ensure that the missing documents can be found and filed accordingly
c. Ensure that files are kept in a manner to allow for ease of audit checking and verification
3. Work with the Country Financial Controller to ensure that the recommendations of internal audits and donor audits are being implemented.
4. Accompany staff making field based payments, on a random basis, to verify that the payments procedures followed are in line with standard Concern procedures and visit the training sessions which will be organised by the field.
5. Works with the Country Financial Controller to ensure that both field offices are visited every month by a member of the Head Office team to ensure that internal controls are properly implemented.
6. Ensure that a preferred list of suppliers is set up and is being regularly updated and adhered to.
7. Work with the Logistics Manager to review tender files and procurement documentation verifying that procurement procedures are being followed.
8. Work with the Transport Manager to carry out audits of fuel purchasing and calculations in usage reports
9. Where Concern policies and procedures have not been followed correctly and do something to address.
10. To take corrective measures for the future where we have difficulties in providing information for donor audits.
11. Provide training, capacity building and support to Concern Haiti staff in the head and field offices to enhance their knowledge and understanding of Concern policies and procedures and ensure proper implementation and on-going use.
12. Assess Partners’’ financial systems, and conduct regular training needs assessments with a view to strengthen partners’ skills and their management systems
13. Review the quarterly financial reports of partners as well as the supporting documents and provide with any feedbacks directly to them and copy the relevant project manager.
14. To carry out full internal audits of local partners – and to conduct follow up visits as needed to ensure that recommendations are being implemented.
15. To develop appropriate training curriculum and facilitate specific training for partners
16. To review all cash transfer requests/voucher submitted to Finance in relation to RTN project before transfer ring any funds to the payment agency
17. Review the last update donor guidelines to ensure that our procedures are met them, where there is any discrepancies point that out to the CFC so he can take the necessary actions.
18. Work with the Internal Auditor in Dublin to do specific testing as required and update the tracker system regularly.
19. Perform any other duties as assigned by the Country Financial Controller, Country Director their delegate
Qualifications Requises
• University degree in Accounting/ Business management or Audit. Minimum 3 years’ experience in External or Internal Audit Or 5 year’s experience in role with similar responsibilities.
• Should have good communication and quantitative skills.
• Must be able to travel extensively to La Gonave and Saut d’Eau
• Ability to work well under pressure.
• Ability to plan and coordinate tasks
• Experience working with institutional donors and partner is an advantage.
• Fluent written and spoken French and creole / knowledge of written/spoken English is an advantage
• Must have good working knowledge of computerised accounting systems, preferably MGP (Microsoft Great Plains). Must be computer literate in using Microsoft Office programs.
• Must be able to work independently in remote areas
