The Psychosocial and Medical Treatment Specialist will work under the supervision of the AKSE Chief of Party for the USAID-funded Protecting Children, Women and Youth Project. S/he will serve as a technical expert on medical interventions that address gender based violence (women, children, people living with disabilities and other vulnerable groups), victims of trafficking and sexual exploitation. S/he will be in charge of the coordination of organizations providing medical care and psychological services to ensure quality response, efficient referral systems, and sensitivity to survivors. S/he leads the design and development of strategies and activities for the accomplishment of the program’s objectives and results related to the assistance of victims of SGBV (Sexual and Gender-Based Violence), rape, trafficking, and other exploitations.

Technical Direction
• Provide technical expertise, quality assurance and support on aspects of the project (implemented directly or by partners) that involve psychosocial support, medical treatment, and couseling to victims of violence, ensuring they are of high quality with reliable data and oucomes.
• Support the successful implementation of all psychosocial activities by organizations delivering services to victims of violence, trafficking, and rape.
• Support training of community health workers who respond to cases of SGBV and rape to ensure professional care and effective referral.
• Provide ongoing training to ensure quality services are available and utilized.
• Work closely with the several government insitutions such as Ministry of Women’s Affairs, (MCFDF), Ministry of Health, the Brigade de Protection des Mineurs (BPM), Ministy of Women’s Affairs, Ministry of Social Affairs and Labor (MAST), Institut du Bien-Etre Social et de Recherches (IBESR), Bureau du Secrétaire d’Etat à l’Intégration des Personnes Handicapées, and other local organizations to assess exisiting gaps in services offered and facilitate strategic planning exercises that bring together the multiple stakeholders and actors to identify possible solutions.
• Provide technical support to orient partners and their staff on Code of Conduct, policies and protocols when working with survivors of GBV and rape and the referral system.
• Share best practices to build a stronger evidence base for joint advocacy initiatives.
Case Management
• Support the maintenance of an effective and confidential case management system within the project.
• Train partners on effective and confidential case management and work with them to set up or strengthen those systems.
• Develop professional, effective, confidential and appropriate psychosocial programming, including direct individual and group counseling support.
• Assist in the development and implementation of psychosocial and medical activities that are responsive to the needs of the community.
• Assist with preparing relevant reports regarding AKSE’s psychosocial and medical care activities.
• Ensure timely implementation of psychosocial program and medical treatment activities.
Training, Capacity Development and Community Engagement
• Mentor and provide techincal support to health staff and community workers directly involved with the psychosocial and clinical care for survivors of GBV, rape and trafficking.
• Provide capacity building through workshops and on-the-job training. Training topics should include active listening and effective communication, action and safety planning, GBV guiding principles, GBV basic concepts, and other related topics.
• Provide guidance regarding psychosocial activities to all partners and community workers to ensure all program activities meet best practice standards.
• Strengthen and maintain networks with the various government intitutions, children and social welfare organization, community leaders, women leaders, service providers to ensure that suvivors receive compassionate support from the community and to encourage greater communication, collaboration and coordination among partners (protection, health, legal, and psychosocial sectors).
• Conduct educational sessions with the community to inform them of services available to them that provide support to victims of rape and other forms of GBV.
• Work directly with service providers to strengthen their capacities through training on how to use rape kits and case management of rape cases ad other of forms of GBV.
• Support organizations in training and capacity building on quality case management and data filing.
Coordination
• Develop and maintain effective working relationships with all stakeholders, including relevant government institutions, community members and leaders, local organizations, medical centers and NGOs to enhance multi-agency and multi-sectoral cooperation and coordination.
• Maintain a strong working relationship with the various government ministries and other partners to support the provision of quality care to sexual assault survivors.
• Support the development and strengthening of an effective GBV referral system and coordination mechanism.
• Be the lead on regular case conferences and support GBV coordination meetings with partners and community members..

Required:
• Medical Degree (MD) or Clinical Psychology Degree.
• At least three years of experience managing health programs or working as a medical practicionner or clinical psychologist with survivors of GBV, rape and/or other forms of exploitation especially in emergency or post emergency settings.
• Ability to maintain strict confidentiality, medical ethics and respect of clients at all times.
• Ability to lead, train and motivate other GBV staff in their respective organizations.
• Positive, highly motivated, innovative, with strong organizational and inter-personal skills.
• Strong written and oral presentation skills including experience in designing and delivering training relevant to this field.
• Excellent writing and communication skills in English; advanced written and spoken French is also required.
• Ability to travel within Haiti and the border of Haiti and the Dominican Republic.

Desired:
• A specialization in public health or clinical/counseling psychology or other equivalent qualifications.
• Five (5) years of medical practice or direct psychosocial/counseling experience with a reputable agency/hospital.
• Clear understanding of gender, abuse of power, and issues surrounding violence against women, children and people with disabilities.
• Experience in analyzing, designing and managing development assistance programs which have a component focused on GBV, rape and other forms of exploitation.
• Ability to build/contribute to effective partnerships.
• Ability to build capacity and coach—explain, demonstrate, provide feedback and reinforcement.
• Haitian Creole constitutes a plus.
