The Human Resources/Administration Officer will be responsible for the following tasks, but not limited to:
Specific Tasks:

HUMAN RESOURCES

• Assist with recruitment and hiring process through short listing resumes, scheduling and observing interviews, collecting required documents, checking references, and verifying salary history;
• Develop and maintain personnel files for all staff, to include updating contact information and maintaining the privacy of each file; ensure strict confidentiality.
• Ensure that FTFNC and DAI home office human resources policies and procedures are enforced;
• Assist with on boarding new hires to ensure that they are fully capable of meeting the requirements of their positions in accordance with DAI hiring guidelines;
• Advertise job vacancies, look for qualified candidates, and encourage prospective candidates for employment with FTFNC. Assist with candidate screening in collaboration with the hiring unit to short-list the ideal candidates;
• Participate in interviews, notify short-listed candidates of tests/interviews and the final results; ensure a transparent and impartial recruitment process;
• Keep all office recruitment files up to date. Coordinate and supervise the preparation of employment agreements;
• Orient incoming staff at the regional office;
• Establish calendar and process for completing quarterly and annual employee performance evaluations. Train supervisors charged with conducting evaluations of staff members in their units, and monitor compliance with the process; and
• Establish and maintain a database of all employee contracts with contract start dates, expiration dates and information on starting salary and increases, using DAI home office template.

ADMINISTRATION
• Develop and maintain office filing systems;
• Assisting staff with the preparation of reports and presentations;
• Track and process all leave requests with direct supervisory approval;
• Route messages and information to appropriate individuals;
• Coordinate translators as needed; and
• Assist and facilitate the Administration Manager with official memos and correspondence.


Qualifications Requises

Qualifications:

• At least 3 years work experience in human resources and administrative support preferably with international donor-funded projects, UN agencies or NGO’s.
• Experience with USAID projects is preferable.
• Fluency in French and Haitian Creole required; proficiency in English preferred.
• Excellent verbal and written communication skills.
• University degree in a relevant field is preferred.


Conditions particulières

Reporting: The Human Resources/Administration Officer will report to the Administration Manager.
